Explanation:

In the State of Florida, pursuant to Florida Statutes Chapter 163, municipalities are required to prepare comprehensive plans establishing each city’s unique vision and priorities for the future, reinforced by tools, strategies, and initiatives for implementation. Such plans must be consistent with the Broward County Land Use Plan under the Broward County Charter.  State Statute requires comprehensive plans to be evaluated for an update every seven years, through a process called an Evaluation and Appraisal Report (“EAR”).  The City of Hollywood, like many other municipalities in Broward County, delayed the EAR while waiting for the County to update their Comprehensive Plan (Broward Next).

 

The City of Hollywood Comprehensive Plan was first adopted in 1989. The current EAR Plan was updated in January 2008.

 

The City seeks to update its Comprehensive Plan with the intent of establishing an innovative, dynamic, and stimulating plan, which reflects the City’s unique character-in accordance with the recently adopted, County Comprehensive Plan, Broward Next.

 

On February 19, 2020, the City Commission approved a resolution (R-2020-049) authorizing City staff to negotiate with the highest ranked firm, Ecosistema Urbano, LLC to update the plan. On May 19, 2021, City Commission approved the agreement with Ecosistema Urbano, LLC (R-2021-109); however, in November of 2023, the contract for Ecosistema was terminated. Leadership determined that the most advantageous selection method for another consultant would be to contact and select a firm from the previous ranking.  The second ranked firm, KCI Technologies Inc, declined the project due to capacity issues.  Kimley-Horn and Associates (Kimley Horn), ranked third, submitted a revised proposal. 

 

This delay in the project has result in Kimley-Horn, under a separate agreement, moving forward with the establishment of the City’s Property Rights Element, which is also the City’s first EAR update.

 

This request is to approve a contract for the remaining portion of the EAR.  The proposal includes the development of a project website and community meetings, as well as extensive outreach efforts.  The aim of these components is to expose the community to the comprehensive planning process and garner input/support.

 

 

Fiscal Impact:

A portion of the funding for the Comprehensive Plan is available in account number 117.140401.51500.531170.001439.000.000.  There is a companion resolution (budget amendment) that will allocate the remainder of the funding in account number 442.400401.53600.531170.000000.000.000.
