Explanation:

The Department of Public Works desires to enter into multiple Emergency Debris Removal Service agreements for maintaining and keeping the City clear of any obstacles and debris during a variety of emergency situations.

 

The Department of Public Works is responsible for maintaining a clean and clear area for our workers and first responders to be able to respond to all emergency situations.  This includes clearing and removing large-scale debris, separation, staging, and disposal, as well as demolition work and demolition work removal.  It is also responsible for handling and removal of hazardous waste, tree trimming, tree bracing, and removal, as well as marine salvage operations and beach and sand removal from streets, roads, and right of ways.

 

The Department of Public Works would like to retain multiple Agreements with Emergency Debris Removal firms to provide Citywide Emergency Debris Removal Services.

 

On March 16, 2023, the Department of Public Works and the Office of Procurement and Contract Compliance issued a Request for Proposals (RFP) RFP-072-23-OT for the project of Emergency Debris Removal Services and the RFP was advertised on OpenGov.

 

On April 27, RFP-072-23-OT was closed and a total of seven proposals were received:

 

1.                     DRC Emergency Services, LLC

2.                     D&J Enterprises, Inc.

3.                     TFR Enterprises, Inc.

4.                     Ceres Environmental Services, Inc.

5.                     Southern Disaster Recovery

6.                     AshBritt, Inc.

7.                     CTC Disaster Response, Inc.

 

An Evaluation Committee comprised of in-house professionals, including the Director of Public Works, the Emergency and Governmental Affairs Manager, the DCM Field Services Manager and the Environmental Services Manager were assigned the task of evaluating proposals and ranking the firms. 

 

Upon review of the proposals, the Evaluation Committee evaluated the firms based on the selection criteria established in the RFP and decided interviews and/or oral presentations were not necessary; therefore, the Evaluation Committee completed the evaluation and ranked the firms.  The firms were ranked as follows:

 

1.                     DRC Emergency Services, LLC                                                               91.00 Points

2.                     D&J Enterprises, Inc.                                                                                                         82.50 Points

3.                     TFR Enterprises, Inc.                                                                                                         80.25 Points

4.                     Ceres Environmental Services, Inc.                                                               80.00 Points

5.                     Southern Disaster Recovery                                                                                    73.25 Points

6.                     AshBritt, Inc.                                                                                                                              71.75 Points

7.                     CTC Disaster Response, Inc.                                                                                    67.00 Points

 

The Director of Public Works recommends that the City Commission authorize the appropriate City officials to negotiate Emergency Debris Removal Services Agreements with the three highest-ranked firms (DRC Emergency Services, LLC, D&J Enterprises, Inc., and TFR Enterprises, Inc.).

 

Upon negotiating the Emergency Debris Removal Services Agreements with the three highest-ranked firms, if the contract(s) amount falls within the City Manager’s authority pursuant to Section 38.38 of the Procurement Code, the City Manager will execute the agreement(s); however, if the contract amount(s) exceeds his authority, the agreement(s) will be brought back to the City Commission for consideration later.

 

 

Fiscal Impact:

Funding for this agreement will be provided in a Fund 168 Emergency/Disaster Account to be established as needed.
