Explanation:

The City of Hollywood currently operates the Southern Regional Wastewater Treatment Plant (SRWWTP) under the existing Florida Department of Environmental Protection (FDEP) Domestic Wastewater Facility Permit No. FL0026255-015 that was issued on August 30, 2012.

The permit must be renewed before the expiration date of August 29, 2017 to allow for continued licensed operation of the SRWWTP and the application for renewal must be received by the State no later than 180 days (before March 3, 2017) prior to the permit expiration date.

The City requested a proposal from Hazen and Sawyer, P.C. to provide Professional Engineering Services related to assisting the City with renewal of the FDEP Domestic Wastewater Facility Operating Permit for the SRWWTP.

Hazen and Sawyer, P.C. and the City of Hollywood have a Professional Services Agreement for General Engineering Consulting Services for wastewater projects, and this agreement was approved by the City Commission via Resolution No. R-2003-003 on January 8, 2003; amended by the City Commission via Resolution No. R-2012-152 on June 6, 2012; renewed by the City Commission via Resolution No. R-2013-110 on May 1, 2013; renewed by the City Commission via Resolution No. R-2015-068 on April 1, 2015, and this agreement has a provision for insurance and indemnification that meets the City’s requirements and gives the City the right to terminate for convenience.

The Administration recommends that the City Commission issue an Authorization to Proceed for Work Order No. H&S 17-03 between Hazen and Sawyer, P.C. and the City of Hollywood for Professional Engineering Services related to assisting The City with renewal of the FDEP Domestic Wastewater Facility Operating Permit for the SRWWTP, in an amount not to exceed $29,873.00.

Funding for permitting activities for Southern Regional Wastewater Treatment Plant Facility was included in the Capital Improvement Program for FY 2017 that was approved by the City Commission via Resolution No. R-2016-285 and is available in account number 42.4000.86114.536.004991.

It is estimated that the time period to complete this work is ninety (90) days from the Notice to Proceed date.
