Explanation:

The City’s contract with CBIZ CPAs (formerly Marcum LLP) has been effective since July 7, 2021.  The contract was executed via Resolution No. R-2021-172 and was effective at beginning the FY 2022 budget year (FY 2021 Audit).  The contract allows two renewal periods of two years.  The first renewal was adopted via Resolution No. R-2024-023.  In addition, CBIZ has been engaged to perform the Surtax audits, as required by interlocal agreement with the County, Parking DMV services, and contract compliance services. 

 

CBIZ’s performance has been satisfactory during the entire contract period.   

 

The cost increases are within section 1.70 “Cost Adjustments” of the contract.  This section caps cost increases at 3% per year unless there are unusual circumstances.  FY 2027’s audit fees increased by 2.74% (from FY 2026) and FY 2028’s increased by 2.75% (from FY 2027).

 

The Department of Financial Services desires to execute the final two-year renewal allowed under the contract.  This resolution also adopts prior additional work adopted through PR memos (noted below in the contract summary).

 

 

Fiscal Impact:

Funding for this change order to the agreement is available in the FY 2026 Operating Budget in account numbers 001.120201.51300.532400.000000.000.000, 442.400101.53600.532400.000000.000.000, 445.520101.53400.532400.000000.000.000, 446.150101.54500.532400.000000.000.000, 557.510101.51900.532400.000000.000.000, 558.112004.51900.532400.000000.000.000, and will be budgeted in subsequent fiscal years’ operating budgets subject to approval and adoption by the City Commission.
