Explanation:
The Police Department requires data-integration software to modernize daily operations. This crime-analysis tool centralizes existing data and makes it usable across the organization. Command Staff will use this tool for informed decision-making, priority setting, and strategic planning. Criminal investigators will benefit from faster information retrieval, clearer link analysis, and improved organization of complex cases. Crime analysts will accelerate response times and automate routine reporting. Patrol will use trend data to target hot spots and access critical information to enhance safety during responses.
Peregrine Technologies, Inc. (“Peregrine”) provides a solution that merges the Department's existing data sources, such as Computer-Aided Dispatch and RMS systems, into a single platform. Users can cross-reference this integrated data, which links individuals, locations, and incidents.
Peregrine estimates the first-year implementation and maintenance costs at $150,000.00. The annual cost for subsequent years is subject to a 3% escalation. Due to the proposal’s unique features designed to meet the Police Department's needs and additional costs for future professional services, an additional $56,365.00 is allocated for platform development.
This proposal is tailored to the department's needs and procured through sole-source procurement. Peregrine Technologies qualifies as a sole source due to its unique ability to build connectors that integrate legacy data from multiple sources without requiring data storage. Its software is accessible on desktop, laptop, tablet, and mobile devices, allowing the entire department to use it for investigative purposes.
Fiscal Impact:
A portion of the funding for this service is available in the FY 2026 Operating Budget in account number 001.204001.52100.564420.001950.000.000 and will be budgeted in subsequent fiscal years’ operating budgets subject to approval and adoption by the City Commission.
