Explanation:
The City has objectives to reduce urban heat islands and improve air quality in largely residential areas through increased tree coverage as well as promote environmental awareness within the community.
A grant was awarded by the USDA Forest Service in the amount of $455,659.00 to achieve these objectives. The grant is being administered by the Hispanic Access Foundation, a pass-through agency selected by the federal government, and was approved by the City Commission through Resolution R-2025-236.
The City has a need for a vendor to plant up to 500 trees in the public right-of-way, City parks, medians, and other specified facilities and properties within the City of Hollywood. This vendor will also facilitate an educational workshop series on tree planting and care for residents, through which the vendor will give away, or provide vouchers for, approximately 200 trees.
A competitive procurement process was done through a Request For Proposals RFP-364-26-JJ (“RFP”), which resulted in receipt of five proposals from the following vendors in alphabetical order:

A Selection Committee was assembled and comprised of the Chief Resiliency Officer and the Environmental Sustainability Coordinator in DCM, and the Irrigation and Grounds Maintenance Supervisor and the Urban Forestry Supervisor in Public Works. The Committee met on February 10, 2026, and ranked the five proposals as follows with the highest score receiving the highest rank:

The two highest-ranked firms, Community Greening Corp and SFM Landscape Services, LLC, were invited to give oral presentations on February 25, 2026.
SFM Landscape Services, LLC was selected as the lowest responsive, responsible proposer to complete the work in an amount up to $408,005.00.
A separate solicitation was issued for a Community Engagement Specialist who is assisting the City with gathering input from residents and other stakeholders to choose locations for placement of the trees in order to reflect community priorities and cultivate local stewardship. SFM Landscape Services, LLC will coordinate activities with the Community Engagement Specialist. The fee for the Community Engagement Specialist is $47,654.00.
