On December 10, 2024, the Broward County Board of County Commissioners held a public hearing in accordance with Chapter 163, Florida Statutes, and voted to adopt Ordinance Number 2024-42, Attachment V, amending the Broward County Comprehensive Plan, to permit a Land Use Plan Amendment at 1600 S. Park Road.
The County amendment was approved subject to the applicant’s voluntary commitment to restrict 15% of the proposed dwelling units as affordable housing units at the “moderate-income” level or below (up to 120% of median income) for a minimum of 30 years. The County Ordinance and Staff Report is attached. There are no changes to the City Ordinance.
Moving forward, a rezoning request is anticipated to change a portion of the property's zoning to Planned Development District to allow for a mixed-use development. The remaining property will retain a Government Use zoning designation. This request will come before the City Commission at a future date as well as the design and site plans outlining the layout of buildings, roadways, open spaces, and their intended uses.

Background
Park Road Developments LLC ("the Applicant") was selected as the successful respondent to the City of Hollywood's Request for Proposals issued in 2018 for a public-private partnership (“P3”) to redevelop the property. The site in question has a history of use as a landfill and for Public Works operations. The subject property was designated as a Brownfield under the Florida Brownfield Redevelopment Act, F.S. § 376.82 by the City Commission on July 13, 2011. This designation is crucial as it targets the revitalization of properties that are idle or underutilized due to environmental contamination. Participation in the Brownfield program is anticipated to result in increased economic productivity at the site, either upon completion of the cleanup or potentially even sooner, as the redevelopment progresses.
Current Situation
The proposed land use plan amendment represents the first phase in a multi-step land use (entitlement) process necessary for the redevelopment of the site. This amendment will enable the applicant, Park Road Developments LLC, to meet its contractual obligations under the Public-Private Partnership Agreement with the City.
City staff have reviewed the proposed amendment and determined that it aligns with the policies and objectives outlined in the Comprehensive Plan and the City-Wide Master Plan. Consequently, staff recommended approval to the Planning and Development Board, which, in its role as the Local Planning Agency, endorsed the application on July 11, 2024. The only change in the application between the time of endorsement from the Planning & Development Board to date has been the update to applicant’s survey, see Attachment IV, to delineate the boundaries of the 3 parcels that align with the land use designations being requested as part of this application.
The current request involves an amendment to the City’s Comprehensive Plan to redesignate approximately 34 acres of land located at 1600 S. Park Road. Specifically, the application (23-L-86) seeks to change the land use designation from Utilities (“UTL”) and Parks and Open Space to General Business (“GBUS”) and High (50) Residential (“HRES”).
Upon completion of the first reading, the land use redesignation request will be forwarded to the Broward County Planning Council (“BCPC”) for a public hearing and recommendation. Following BCPC’s recommendation, the request will proceed to the County Commission for approval. After receiving approval from the County Commission, the amendment will be transmitted by the County to the Florida Department of Commerce for review and comment. The item will then return to the City Commission for a second reading. Following the second reading, the City will need to recertify the land use plan with the County, thereby establishing the new land use designations.
Once these designations are established in both the Broward County and City of Hollywood Comprehensive Plans, the applicant will need to submit a rezoning request to change the property's zoning district to one that supports the proposed mixed-use development.
Following the rezoning, the applicant will submit detailed design and site plan applications, which will outline the placement of buildings, roadways, open spaces, and their respective uses on the property. These applications will be presented to the City Commission for final approval at a future date. Currently the programming the applicant is proposing on the property includes:
• Multifamily residential uses: 630 dwelling units (“du”), a total density of 37.7 du/acre;
• Civic uses (associated with the Public Works Department): 100,000 square feet (Floor Area Ratio (“FAR”) of <3.0);
• General office uses (non-City related): 45,000 square feet (FAR of <3.0);
• General commercial uses: 35,000 square feet (FAR of <3.0);
• 11 acres of common open space for passive recreation.
On July 2, 2024 the City formally requested a concurrent review of the proposed Land Use Plan amendment. Through this request (letter attached) the City has acknowledged the requirements of the local governing body to recommend a motion 21 days prior to the first Planning Council public hearing.

Fiscal Impact:
The approval of this ordinance will support the existing public-private partnership (P3) for the redevelopment and environmental remediation of the site at 1600 S. Park Road which will improve the City’s fiscal health. Through the redevelopment and remediation of underutilized public land into a mixed-use development, the City will experience increased property tax revenues and economic growth through the creation of 531 temporary jobs and 164 permanent jobs on the site. This redevelopment and remediation of the former landfill site not only expands the tax base but also leverages private investment to minimize financial risk to the organization, ensuring substantial long-term benefits for the City.
Conclusion:
In summary, the proposed ordinance to amend the Comprehensive Plan and redesignate 34 acres at 1600 S. Park Road advances the economic vitality of the City and provides environmental remediation for prior use of the site as a landfill. This land use change will enable a mixed-use redevelopment, enhancing the City’s tax base and supporting sustainable growth. With the Planning and Development Board’s approval and staff recommendation, this amendment promises significant long-term fiscal benefits, including increased property tax revenues and economic development, while effectively leveraging private investment and minimizing financial risk.
