Explanation:
The City owns its potable water system which consists of Biscayne and Floridian wellfields, 46.0 mgd nominal capacity water treatment plant, booster pump station and a water distribution system consisting of approximately 700 miles of water mains that vary in size from 2- to 30-inches in diameter. The Department of Public Utilities has the responsibility for planning, regulating, designing, constructing, operating and maintaining this potable water system. An updated Water Master Plan is necessary to most effectively fulfill the City’s responsibilities, comply with regulatory programs at various levels (federal, state, county and local), provide a high level of service to its residents, accommodate growth, and protect public health and safety.
On October 7, 2020, the City Commission passed and adopted Resolution No. R-2020-254 authorizing the appropriate City officials to negotiate an agreement with the highest ranked firm, Arcadis U.S., Inc., to provide Professional Engineering Services relating to updating the Water Master Plan to be considered by the City Commission at a later date. The Department of Public Utilities requested a proposal from Arcadis U.S., Inc. and negotiated the attached agreement. The total fee for the Water Master Plan is $1,265,885.00 and it will be completed in two (2) phases. The fee for Phase 1 of the Water Master Plan is in the amount of $728,745.00.
Phase 1 of the Water Master Plan consists of the following tasks: project initiation, hydraulic model update and calibration, estimation of future demands and review of available planning data, system supply evaluation and facility condition assessment. Phase 1 is expected to be completed in eight (8) months. Phase 2 entails conducting a water treatment plant performance evaluation review, climate change impact review, asset risk evaluation, project alternative analysis and cost estimates, compilation of updated Water Master Plan and development of a living Master Plan Decision Support Tool.
The Department of Public Utilities recommends that the City Commission approve and authorize the appropriate City officials to execute the attached agreement with Arcadis U.S, Inc. for Phase 1 of the Water Master Plan in the amount of $728,745.00. Phase 2 will be presented to the City Commission for approval in FY 2022 in the amount of $537,140.00.
The Department of Public Utilities staff will manage this project. No additional staff is needed as a result of this project.

Funding for Phase 1 of this project was included in the adopted FY 2021 Capital Improvement Plan, and is available in account number 442.409904.53600.531300.000744.000.000
