Explanation:
Seaweed accumulation along Hollywood Beach has been unparalleled. The Director of Public Works along with the Director of Procurement and Contract Compliance concurs that the excessive seaweed accumulation not only impacts City operations. Additional impacts include the preservation and protection of property, the health or safety of the public, and the economic driver of business and tourism on the beach.
Due to these associated impacts, Solicitation Number F-4614-19-PB for Beach Cleanup was posted in BidSync on May 14, 2019 and closed on June 6, 2019 with two bids received as follows:
Beach Raker, LLC Pompano Beach, FL $338,750.00
Lil Mo Marine Service Cape Coral, FL $366,287.50
The Office of Procurement Services and the Department of Public Works concurred that Beach Raker LLC was the lowest responsible and responsive bid.
On June 19, 2019, an Emergency Seaweed Removal contract to Beach Raker, LLC. was approved by commission pursuant to R-2019-179. An interim contract was awarded and they have performed satisfactorily. Beach Raker, LLC. has performed seaweed removal services throughout southern Florida in a satisfactory manner.
Beach Raker, LLC. will be required to provide professional beach cleaning services to include, but not limited to:
• Seaweed removal
• Sand removal from Hollywood Beach Broadwalk,
• De-littering of trash from sandy beach,
• Grading of sand escarpments, and
• Proper disposal of seaweed and other trash.
Services shall be performed from March 1st through October 31st, and shall take effect immediately upon approval. This contract is for a three year period and has a two year renewal option that can be exercised at the discretion of the City.
The required services to be performed by this Contractor shall be to clean and maintain the entire length and width of Hollywood Beach. Specifically between Sherman Street and Jefferson Street (approximately 1.8 miles) from the water’s edge to the Broadwalk curb line or nearest pavement edge. These services will be performed seven days per week.
The Contractor will coordinate and cooperate with State Agencies and the Sea Turtle Conservation groups during turtle nesting season, March 1st through October 31st. Not beach cleaning activities will take place until the Florida Department of Environmental Protection (FDEP) representatives and/or the Contractor’s Certified Turtle Inspector surveyed the beaches to identify turtle nesting.
During the course of this contract, the Public Works Department will be conducting an internal analysis of providing the same services through the Beach Maintenance Division.
Funding has been provided in the fiscal year 2020 budget, to be shared equally, from the Public Works Beach Maintenance Division and the Community Redevelopment Agency (CRA) - Small Capital Improvement Account Numbers 001.500204.51900.531170.000000.000.000 and 163.639901.55200.552240.000015.000.000.
