Explanation:

The Department of Public Utilities (“Department”) requests approval of the emergency relocation of a 20-inch force main.  This sewer main connects the Southern Regional Wastewater Treatment Plant to Lift Station E-03 and is located adjacent to the southbound lane of S. Ocean Drive just north of the intersection with Azalea Terrace.  Department staff recently discovered that this section of force main needs to be replaced after being compromised by a nearby seawall collapse that occurred during the historical storm on April 12, 2023.

 

On September 6, 2023, the City Commission passed and adopted Resolution No. R-2023-277 which authorized the continuing contract with Craven Thompson and Associates, Inc. (“CTA”) for Professional Engineering Consulting Services for water, sewer, reuse, and stormwater infrastructure projects.

 

The Department requested a proposal from CTA to provide professional engineering services for design and construction administration services for this force main relocation.  CTA submitted a proposal in an amount up to $63,000.00.  Department staff evaluated the scope and fee of the proposal, and determined that the negotiated fee is fair, reasonable, and in accordance with industry standards.

 

On September 14, 2023, Department staff developed bid tables and scope, and requested proposals for an emergency relocation of approximately 250 feet of the 20-inch force main from four contractors who have active construction contracts with the City and received the following results:

Section 38.41(C) of the Procurement Code exempts from competitive bid and competitive proposals emergency purchases that receive prior administrative approval except for the most urgent situations presenting a clear and present substantial threat to life or property where immediate action is required.

 

On December 14, 2023, pursuant to Section 38.41(C)(1) of the Procurement Code, via Memo PU-24-12, the City Manager approved and authorized a purchase order to Ric-Man Construction Florida, Inc. for the emergency relocation of a 20-inch force main in an amount up to $918,617.00, and an Authorization to Proceed for Work Order No. CTA 24-01 with CTA for design and construction administration services in an amount up to $63,000.00.

 

This agenda item seeks City Commission ratification of the City Manager’s approval of the issuance of a purchase order with Ric-Man Construction Florida, Inc. for construction services in an amount up to $918,617.00, and execution of an Authorization to Proceed for Work Order No. CTA 24-01 with CTA for design and construction administration services in an amount up to $63,000.00, related to the emergency relocation of a 20-inch force main.

 

 

Fiscal Impact:

Funding for this project was included in the amended FY 2024 Capital Improvement Plan and is available in account number 442.409903.53600.563020.000704.000.000.

 

Department staff will manage this project.  No additional staff are needed as a result of this project.
