Explanation:

The Parking Division has had an agreement with ParkMobile LLC since February 2012.  Paying for parking with a mobile device has increased in popularity over the years from 6,871 ParkMobile transactions in FY12 to 1,337,339 transactions in FY25.  The current agreement expires on November 30, 2025, and there is a continued need for these services as 70% of parking transactions by our residents and visitors are paid via the ParkMobile app.  The ParkMobile parking payment system application currently in place includes over 100 programmed parking zones as well as signs throughout the City.

 

Our current agreement that ends on November 30, 2025, has a transaction fee of $0.35 per transaction where the City retains $0.10 per transaction as a revenue share.  This amount helps offset the merchant credit card processing fees paid by the City. Initially, the Parking Division was going to piggyback off City of Miami Beach’s ParkMobile contract.  However, their contract does not have revenue sharing, nor do any other vendors that responded to their RFQ for services.  The price per transaction per their contract with ParkMobile is $0.35 for non-residents, $0.30 for wallet/membership subscribers, and $0.00 for registered residents.

 

Due to our long-standing relationship with ParkMobile, they are agreeing to add a City administration fee of $0.10 to our current rates which essentially is replacing the $0.10 revenue share; non-residents will pay $0.45 per parking transaction, wallet/membership rates will be $0.35 and registered residents will continue to pay $0.00 per transaction.

 

 

Fiscal Impact:

The estimated annual cost of the contract is approximately $510,000 per year which is approximately 1,450,000 transactions @ $0.35 per transaction.  This estimated cost will be offset by revenues generated from convenience fees paid by users of the ParkMobile app. In FY 2025, the ParkMobile app generated $5.9M in parking revenues.

 

A portion of the funding for this service is available in the FY 2026 Operating Budget in account number 446.150101.54500.531171.000000.000.000 and will be budgeted in subsequent fiscal years’ operating budgets subject to approval and adoption by the City Commission.
