Explanation:

The Department Of Public Utilities (Department) maintains and operates a 59.5 million gallons per day Water Treatment Plant (WTP) that uses three major treatment processes:  lime softening (“LS”), membrane softening (“MS”), and reverse osmosis (“RO”) to produce potable water to sustain and protect the health and safety of the community.

 

The existing MS membranes have been operational for 11 years, have reached their useful life span, and require replacement of their Nanofiltration (NF) pressure vessels and membrane elements.

 

On December 6, 2023, the City Commission passed and adopted Resolution No. R-2023-392, which authorized the appropriate City officials to execute an Authorization to Proceed for Work Order No. B&C 24-03 with Brown & Caldwell (B&C) for engineering services related to the replacement of the existing NF system.  B&C completed the design of the project.

 

Notice of Bid Availability for Bid No. IFB-211-24-JJ was posted on OpenGov, in accordance with Section 38.43(A) of the Procurement Code, on June 6, 2024.  Two bids were electronically opened on July 11, 2024, with the following results:

Department and Office of Procurement Services staff thoroughly evaluated the bid proposal for responsiveness and responsibility in accordance with Section 38.43(F) of the City’s Procurement Code, and determined RF Environmental Services Inc. (RF) to be the only responsive and responsible bidder.  On August 14, 2024, a Notice of Intent to Award was posted on the City’s website and on OpenGov and resulted in no bid protests.

 

On August 30, 2023, the City Commission passed and adopted Resolution No. R-2023-251, which authorized the execution of continuing consulting engineering services contracts with five firms, for a period of five years, for WTP and Southern Regional Wastewater Treatment Plant projects, one of the firms being B&C.

 

The Department also requested a proposal from B&C to provide additional inspection services during membrane delivery, loading, testing, and startup services.  B&C submitted a proposal to provide the additional construction administration services in an amount up to $99,998.00.  Department staff evaluated the scope and fee of the proposal and determined that the negotiated fee is fair, reasonable, and in accordance with industry standards.

 

This agenda item seeks the City Commission’s approval and authorization for the appropriate City officials to execute the attached contract with RF to provide construction services for the Replacement of NF Pressure Vessels and Membrane Elements in an amount up to $4,139,000.00; and to execute the attached Authorization to Proceed for Work Order No. B&C 25-01 for additional construction administration services in an amount up to $99,998.00.  The Authorization of the City Manager or designee to approve utilization of the contingency funds reserved for undefined conditions as set forth in the contract, if necessary and justified, in an amount up to $250,000 is also requested.

 

The project is estimated to be completed within twenty-four months of the issuance of the Notice to Proceed.

 

 

Fiscal Impact:

Funding for this project was included in the amended FY 2025 Capital Improvement Plan and is available in account numbers 442.409901.53600.563010.001249.000.000 and 442.409904.53600.563013.001823.000.000.

 

Department staff will manage this project.  No additional staff are needed as a result of this project.
