Explanation:

The Southern Regional Wastewater Treatment Plant (“SRWWTP”) is a 55.5 million gallon per day (MGD) wastewater treatment facility that uses multiple treatment processes to treat wastewater and produces high quality effluent.  The reuse water filters at SRWWTP consist of four cells that produce four MGD of non-portable water used for wastewater treatment processes within the SRWWTP and an additional four cells that produce four MGD of reclaimed water, which serves contract irrigation customers including golf courses, schools, parks and other entities.

 

The existing reuse filters were manufactured and installed by Parkson Corporation (“Parkson”) in 1996, and the media in the filters need to be replaced with new media to recover the full production capacity.  Department of Public Utilities (“Department”) staff desires to upgrade the reuse filters’ backwash process to Parkson’s new generation of EcoWash system to improve the filter backwash efficiency and reduce backwash water loss.  Parkson is the sole manufacture of these patented reuse filters.

 

Department staff requested a proposal from Parkson to provide turnkey services for retrofitting all of the eight reuse filters, which includes supply of materials and equipment, installation, and start-up services.  After negotiation of project scope and the cost in the lump sum amount of $2,750,000.00, Department staff have determined that the negotiated proposal is fair, reasonable and in accordance with industry standards.

 

On May 2, 2022, the Office of Procurement Services posted a Notice to Sole Source Number NTSS-037-22 for the retrofit of the reuse filters and did not receive any inquiries or comments on the Notice to Sole Source Number NTSS-037-22.

Section 38.41(C)(2) of the City’s Procurement Code exempts sole-source goods, supplies, materials, equipment, and services, such as unique, patented, or franchised goods, supplies, materials, equipment or services, from the competitive bid requirements if the Chief Procurement Officer determines, after conducting a good faith review of available sources, that the particular supply or service is available from only one source.

 

This agenda item seeks approval of execution of the attached Blanket Purchase Agreement with Parkson Corporation for the retrofit of the reuse filters in a lump sum amount of $2,750,000.00.

 

The estimated time to complete the project will be 30 weeks after receipt of the executed blanket purchase agreement.

 

Fiscal Impact

Funding for this service is available in the amended FY 2023 Capital Improvement Plan in account number 442.409903.53600.563010.001466.000.000.

 

The Department of Public Utilities staff will manage this project.  No additional staff is needed as a result of this project.
