Explanation:

 

The Department of Public Utilities (“Department”) is responsible for the operation and maintenance of the Hollywood Water Treatment Plant (“WTP”), which provides an average of 24 million gallons per day of essential drinking water to the surrounding community.  The WTP uses lime softening, membrane softening, and reverse osmosis processes to produce safe drinking water.

 

On March 18, 2025, WTP staff discovered degasifier media in the Blend Tank that mixes water from all the aforementioned processes to produce the highest possible quality drinking water, and media should not have been detectable in this part of the treatment facility.  Further investigation confirmed that the media support structure inside Degasifier No. 1 had collapsed, which allowed the media to bypass the unit, reducing treatment efficiency, increasing chemical consumption, and potentially impacting treated water quality.

 

Department staff worked with engineering consultants Pro-Mec Engineering Services, Inc., (“Pro-Mec”) and contractors from TSC Jacobs/JAWS, the degasifier and scrubber rehabilitation and installation specialists responsible for a recent upgrade to the unit.  Department staff negotiated a proposal for engineering management services for emergency repairs to Degasifier No. 1 in an amount up to $225,750.00.

 

Section 38.41(C) of the Procurement Code exempts from competitive bidding and competitive proposals emergency purchases that receive prior administrative approval except for the most urgent situations presenting a clear and present substantial threat to life or property where immediate action is required.  On April 28, 2025, under Section 38.41(C)(1) of the Procurement Code, via Memo PU-25-69, the City Manager approved and authorized the Issuance of Purchase Orders to Pro-Mec in an amount up to $225,750.00 for the emergency repair of Degasifier No. 1, which had experienced a catastrophic failure.

 

This agenda item seeks the City Commission’s approval and authorization to ratify the City Manager’s approval of Purchase Orders to Pro-Mec in a total amount up to $225,750.00 for emergency repairs to Degasifier No. 1.

 

 

Fiscal Impact:

 

Funding for this project was included in the amended FY 2026 Capital Improvement Plan and is available in account number 442.409901.53600.563020.000707.000.000.

 

Department staff will manage this project.  No additional staff will be needed as a result of this resolution.
