Explanation:
On September 21, 2022, the City Commission passed and adopted Resolution No. R-2022-271 authorizing City officials to execute Continuing Service Agreements with the highest-ranked firms in each tier level to provide Construction Management at Risk services, with Lebolo Construction Management, Inc. (“Lebolo”) being one of the firms.
Fire Station 74 is the Emergency Operation Center for the City and also serves as the main office headquarters for the Fire Rescue team. It is essential that this building operates at peak performance and has the equipment necessary to keep those within safe, healthy, and comfortable. The building’s chiller is at the end of its useful life and needs replacement to provide an adequate work environment and level of service required for the residents.
On August 5, 2024, the Department of Design and Construction Management (“DCM”) issued an Authorization to Proceed to SGM Engineering, Inc. (“SGM”) to provide engineered drawings for the Fire Station 74 chiller replacement. SGM was tasked with designing the replacement of the existing HVAC, which consists of five, 30-ton multi-stack units, and designed the system for a direct replacement, one for one switch, specifying current updated units.
On September 24, 2024, a Phase I Pre-Construction Services Agreement was executed with Lebolo for the Fire Station 74 Chiller Replacement project in an amount up to $12,969.00. From the beginning of the project and throughout the design phase, a series of value engineering exercises were held with DCM, SGM, and Lebolo, whereby the team ensured that a new system is specified that will work well with the existing building, ductwork and electrical system and is within a budget that staff determined to be fair and reasonable.
Lebolo Construction Management, Inc.’s Phase I services are now completed and they have provided the DCM with a Guaranteed Maximum Price proposal for the renovation of the Fire Station 74 Chiller Replacement project in an amount up to $1,244,155.00, which staff has determined to be fair and reasonable and in accordance with industry standards.
It is in the best interest of the City to enter into an agreement with Lebolo to provide Phase II construction services for the Fire Station 74 Chiller Replacement project pursuant to the attached agreement.
The Director of DCM recommends that the City Commission approve and authorize the execution of the attached Construction Management at Risk Phase II Construction Services Agreement for the Fire Station 74 Chiller Replacement project in an amount of $1,244,155.00.
Fiscal Impact:
Funding for this project requires amending the approved FY 2025 Capital Improvement Plan as detailed in Exhibit 1, subject to approval of this resolution.
