Staff Recommends:  Approval of the attached Resolution.

 

 

Explanation:

Consulting engineering contracts related to Water Treatment Plant (“WTP”) and Wastewater Treatment Plant (“WWTP”) projects, were executed in October 2017.  These contracts were renewed for one term of two years each in 2021 and will expire in October 2023.  The Department of Public Utilities (“Department”) needs to retain professional engineering consulting firms to address capital projects in an expeditious and effective manner.

 

The Department and the Office of Procurement Services (“Procurement”) followed the procedures established in the Florida Statue 287.055, Consultants’ Competitive Negotiation Act (“CCNA”), and the City’s Procurement Ordinance to advertise for statements of qualifications for professional consulting engineering services for WTP and WWTP projects.

 

On February 28, 2023, Procurement received statements of qualification packages from eight (8) consulting engineering firms for professional services related to WTP and WWTP projects.

 

The eight (8) engineering firms that submitted statements of qualifications were:

1.                       Arcadis U.S., Inc.

2.                       Black & Veatch Corporation

3.                       Brown and Caldwell

4.                       Carollo Engineers, Inc.

5.                       H2M Architects & Engineers

6.                       Hazen and Sawyer

7.                       Jacobs Engineering Group, Inc.

8.                       Stantec Consulting Services, Inc.

 

Procurement assembled a diverse selection committee.  The committee was composed of five City staff, including the City Engineer, and staff from the Department including the Interim Assistant Director of Operations, Assistant Director of Engineering, and two Senior Project Managers.  Members of the selection committee met on May 2, 2023, for the first time to evaluate statements of qualifications and to short-list the participating consulting firms.  The committee met again on June 8, 2023, to listen to oral presentations from the short-listed firms and to complete the ranking process.  The evaluation process was completed and the firms were ranked as follows using the request for qualifications package guidelines.

Selection committee staff determined that it is in the City’s best interest to select five firms to address future capital improvement projects, including projects recommended by the Water and Wastewater Master Plans.  The requested professional engineering services will be provided on an as-needed basis.

 

This agenda item seeks the City Commission’s approval and authorization of the appropriate City officials to execute the attached continuing consulting engineering contracts with the five highest-ranked firms to provide professional consulting engineering services for WTP and WWTP projects.

 

Department of Public Utilities staff will manage these projects.  No additional staff are needed for these projects.

 

 

Fiscal Impact:

Approval of this Resolution will not fiscally impact the City as this resolution seeks to execute continuing service contracts with the five (5) highest-ranked engineering firms.  The contract cost is unknown until negotiations are finalized and required funding will be determined at that time.
