Explanation:

The Hollywood Lakes, a historic neighborhood east of U.S. 1, faces flooding risks from stormwater runoff originating west of N 14 Avenue.  To mitigate flooding in the project area, the initial phase of this project will install a drainage exfiltration system west of N 16th Court until the much larger Capital Improvements Project is completed.

 

Department of Public Utilities (“Department”) staff prepared bid documents for IFB-361-26-JJ, Citywide Stormwater Improvements, including 38-unit prices and 5 allowances.

 

On November 20, 2025, Invitation for Bid No. IFB-266-25-JJ was electronically advertised on OpenGov in accordance with Section 38.43(A) of the Procurement Code.  On February 12, 2026, bid proposals were received in response to the aforementioned invitation and opened at 3:00 pm with the following results:

Department and Office of Procurement and Performance Management staff thoroughly evaluated the bids received for responsiveness and responsibility in accordance with 38.43(F) of the City’s Procurement Code, and Man-Con, Inc. (“Man-Con”) was determined to be the lowest responsive and responsible bidder.

 

On February 24, 2026, a Notice of Intent to Award was posted on the City’s website and on OpenGov, and resulted in zero bid protests.

 

This agenda item seeks City Commission approval and authorization for the appropriate City officials to execute a contract with Man-Con, Inc, in the amount of $4,539,045.00 for construction services related to the Lakes Neighborhood Exfiltration Phase I Project.

 

 

Fiscal Impact:

Funding for this project was included in the amended FY 2026 Capital Improvement Plan and is available in account numbers 443.419901.53800.563010.001783.000.000 and 443.409802.53800.563010.001783.000.000.

 

Department of Public Utilities staff will manage this project.  No additional staff are needed as a result of this project.
