Explanation:

The Department of Public Utilities (“Department”) has the responsibility for planning, regulating, designing, constructing, operating, and maintaining a wastewater collection system that includes 86 sewer lift stations.  The Department desires to obtain professional engineering consulting services to assist with the capacity evaluation and preliminary design of the Lift Station E-03 Upgrade project

 

The lift station E-03, constructed in 1957 and upgraded in 1982, is currently experiencing challenges in managing peak flow levels during storm events without reliance on the standby pumping unit.  To address these issues, complete rehabilitation of the lift station E-03 is planned to take place within the next five to ten years.  The proposed development within the service area is projected to result in a substantial increase in influent flow over the next few years.  To effectively accommodate this anticipated beach development, we will implement necessary adjustments during the interim period leading up to rehabilitation.  This approach is designed to ensure we can manage the increased capacity efficiently and sustainably.

 

On August 30, 2023, the City Commission passed and adopted Resolution No. R-2023-251, which authorized the execution of Continuing Professional Engineering Services Agreements with five firms for water, sewer, reuse, and stormwater infrastructure projects, one of the firms being Hazen and Sawyer, P.C.(“H&S”).  Department staff requested a proposal from H&S for these professional engineering support services and H&S responded with a proposal in an amount up to $291,078.00.  Department staff evaluated the scope and fee of the proposal, and determined that the negotiated fee is fair, reasonable, and in accordance with industry standards.

 

This agenda item seeks the City Commission’s approval and authorization for the appropriate City officials to execute an Authorization to Proceed (“ATP”) for Work Order Number H&S 26-06 with H&S for professional engineering services related to the Lift Station E-03 Upgrade project, in an amount up to $291,078.00, based upon the project scope, fees, terms, and conditions of the existing Continuing Services Agreement.

 

The proposed design is estimated to be completed within eighteen months from the Authorization to Proceed date.

 

 

Fiscal Impact:

Funding for this project requires amending the approved FY 2026 Capital Improvement Plan as detailed in Exhibit 1, subject to approval of this resolution.

 

Department staff will manage this project.  No additional staff are needed as a result of this project.
