Explanation:
It is the best interest of the CRA and the City of Hollywood to enhance security of pedestrians throughout the reconstructed streetscape of Hollywood Boulevard between North 21st Avenue and State Road 5 (Young Circle/Federal Highway/US1).
The reconstructed Hollywood Boulevard included bollards along the sidewalk behind parallel parking spaces. The CRA and City of Hollywood Police Department evaluated the existing conditions of the corridor and prepared recommendations to enhance security of identified vulnerable locations. The recommendations increased the number of bollards along the corridor by 99.
The CRA desires to purchase bollards from two vendors: Landscape Forms and Barrier1 Systems. The purchase of 49 bollards from Landscape Forms will match the existing bollard along Hollywood Boulevard.
The CRA staff researched the market for 50 crush rated bollards and found that Barrier1 Systems provides such bollards with a sleeve and at the lowest cost and with short lead time than other vendors.
The enhance improvements for the Project will be in alignment with the design and materials utilized in the recently completed Hollywood Boulevard reconstructed streetscape.
Section 38.41(C)(9) of the Procurement Code states that when the City Commission declares by a five-sevenths affirmative vote that competitive bidding and competitive proposals are not in the best interest of the City, such purchases are exempt from competitive bidding and competitive proposal requirements. The Executive Director of the CRA and Chief Procurement Officer recommend that the CRA Board authorize the appropriate CRA officials to issue a Purchase Order to Landscape Forms in an amount up to $45,933.19 and to issue a Purchase Order to Barrier1 Systems in an amount up to $126,474.00.
Fiscal Impact:
Funding for these expenditures will be appropriated pending the subsequent approval of a resolution authorizing the transfer of funds for this purpose.
