Explanation:

During the 2016 legislative session, the City of Hollywood submitted an appropriation request for street lighting upgrades in the Washington Park community.  The Washington Park community boundaries were identified as being located between Washington Street/Pembroke Road and also between South 52nd Street/State Road 441.

 

The purpose of the proposed grant for the Washington Park community is to provide funding to address street lighting concerns where pedestrians, bicyclists, and motor vehicles (including the elderly) share the roadways and sidewalks in less than ideal conditions.  Through the efforts of Senator Eleanor Sobel and Representative Shevrin Jones, the appropriation request was funded.

 

City staff coordinated a tour of the Washington Park neighborhood, which included civic leaders from the Washington Park community, District 6 Commissioner Linda Sherwood, and representatives from the City's Police and Public Works Departments.  Accordingly, there will be 132 separate street lights targeted within the Washington Park residential neighborhood that will be upgraded and retrofit from the current high-pressure sodium vapor (HPSV) lighting fixture to a light-emitting diode (LED) lighting fixture by Florida Power & Light forces. The retrofit of these lighting fixtures will result in improved visibility within the Washington Park residential neighborhood and increased energy efficiency which will realize an approximate annual decrease of 70% in the utilities expense for these fixtures.

 

Per the grant agreement with the State of Florida, the City will be re-paid on a reimbursement basis by the Florida Department of Economic Opportunity.  Staff is requesting the City Commission authorize the appropriate City officials accept a grant of $150,000.00 and execute a grant agreement with the State of Florida Department of Economic Opportunity along with any other applicable documents in a form acceptable to the City Manager and approved as to form and legality by the City Attorney and authorize the Department of Financial Services to create certain accounts to recognize revenue and appropriate program funding in a Capital account.
