Explanation:
The Applicant is proposing a project with 110 multi-family affordable housing units and +/- 744 square feet of office ("Project") on the property located at 1101 Hillcrest Drive containing 2.45 net acres (2.97 gross acres) and comprised of folio numbers 514219270034, 514219171541, and 514219171651 ("Property"). The Property is within the boundary of the Hillcrest PUD, which was established by Ordinance O-76-025, and has been amended several times. The City's zoning for this site is PUD-R. The land use designation is Irregular Residential (11.5 units/acre) and is within an Irregular Dashed-Line Land Use Area covering approximately 260.5 acres. The Property currently consists of surface parking, a modular office and vacant land.

As this request entails an amendment to a PUD, the item will be presented to the City Commission for both first and second readings. At second reading, in conjunction with considering the proposed ordinance, the City Commission will also consider a companion resolution on the Design and Site Plan.

PUD Modification
The Applicant is requesting approval of a PUD-R modification in order to formally incorporate the design and site plan of the Project into the existing Hillcrest PUD Final Site Plan/master plan. This request incorporates the proposed development into the Hillcrest PUD Final Site Plan/master plan and establishes specific development standards that will govern the Project. These standards, outlined within the submitted design and site plan, will guide the layout, use, parking, and overall character of the development.

On August 12, 2025, the Planning and Development Board heard the item and recommended that the request be forwarded to City Commission for consideration with the following conditions associated with the Resolution (Design and Site Plan):

1) A Unity of Title must be in a form acceptable to the City Attorney, prior to the
issuance of any building permits, and the Unity of Title shall be recorded in the Public Records of Broward County immediately upon approval by the City Attorney.
2) Prior to applying for building permits, the Applicant shall provide a shared parking agreement that clearly defines the terms between Championship Academy Charter School and the Hillcrest Village multi-family development

3) The Applicant shall present two design options to the City Commission for consideration. The options shall demonstrate how the proposed modifications: (1) enhance the architectural design; (2) simplify the overall design approach; (3) ensure compatibility with the existing design language; and (4) break up the fa?ade to reduce visual massing.

The options have been provided, attached hereto as Attachment III.

Design and Site Plan
The proposed site plan features a single, eight-story building that integrates both multi-family and office uses. The project is designed to offer 110 multi-family units, all of which will be set at affordable housing levels ranging from 30% to 80% of the area median income ("AMI"), along with approximately 744 square feet of office space incorporated into the ground floor. A breakdown of the units per AMI levels is provided below:

The residential building, office, project amenities, and the majority of the Project's parking are proposed on the larger folio 514219270034 (Main Parcel). Stormwater management, landscaping, and minimal paved areas are proposed on the two smaller parcels.




As previously stated, this item will be presented to the City Commission for a first and a second reading. At second reading, in conjunction with considering the proposed Ordinance, the City Commission will also consider a companion Resolution to render a decision on the Design and Site Plan.


Fiscal Impact:
Approval of this Ordinance will not fiscally impact the City.
