Explanation:
The Request
The applicant is requesting Design, Site Plan, and Planned Development approval for eight development sites within the approximately 166-acre Emerald Hills Country Club property at 4100 North Hills Drive.
The proposal includes 284 permanent dwelling units, 40 lodging units, a reconstructed clubhouse, restaurant and ballroom, sports and recreational facilities, golf-course and park improvements, pedestrian and golf-cart connections, landscaping, utilities, and infrastructure improvements. The golf course remains the predominant open-space feature.
Residential typologies include single family residences, townhouse units and multifamily condominiums. Non-residential uses include a clubhouse, restaurant, lodging units, and golf operations.
The request is accompanied by conditions of approval regarding refining and coordinating plans, and site circulation prior to building permit issuance.
On August 4, 2026, the Planning and Development Board approved the Design and Site Plan request, subject to the conditions of approval. The Board further recommended approval to City Commission of the companion site rezoning request (25-JVZ-16/ PO-2026-22). The conditions pertaining to the Rezoning companion item included standards for parking. In an effort to address the conditions prior to the final adoption of the Rezoning item the applicant has revised the site plan to include 291 spaces within the existing building footprint.
Background:
The approximately 166-acre property at 4100 North Hills Drive contains the Emerald Hills golf course, clubhouse, lakes, recreation areas, internal roads, parking areas, and open space and is surrounded predominantly by established residential development.
This request is consistent with the Comprehensive Plan Future Land Use Map amendment (File No. 22-L-80/O-2024-02), which established the framework for limited residential development on specified portions of the property while preserving the golf course and country club as central recreational and open-space features.
The companion rezoning application, proposes to rezone the property from Country Club (CC) to Planned Development (PD) and establishes the regulatory framework for uses, development standards, density, parking, landscaping, open space, phasing, and future modifications. The present application implements that framework.
Conclusion:
Staff evaluated the request for Design and Site Plan review, pursuant to the criteria in Articles 3 & 6 of the Zoning and Land Development Regulations, and for consistency with the proposed PD Guidelines and applicable regulations, pursuant to Section 4.15. Accordingly, Staff found the request to meet all applicable criteria.
Fiscal Impact:
Approval of this resolution will not fiscally impact the City as this is a request for design and site plan approval.
