 Explanation:

The Department of Public Works desires to enter into multiple Emergency Response and Recovery Services agreements for maintaining and keeping the City clear of any obstacles and debris during a variety of emergency situations.

 

The Department of Public Works’ responsibility is to maintain a clean and clear area for our workers and first responders to be able to respond to any and all emergency situations. This includes clearing and removing large scale debris, separation, staging and disposal, as well as demolition work and demolition work removal. It is also responsible for handling and removal of hazardous waste, tree trimming, tree bracing and removal, as well as marine salvage operations and beach and sand removal from streets, road and right of ways.

 

The Department of Public Works would like to retain the three highest ranked Emergency Debris Removal firms to provide Citywide Emergency Response and Recovery Services.

 

On March 16, 2023, the Department of Public Works and the Office of Procurement and Contract Compliance issued a Request for Proposals (RFP) RFP-072-23-OT for continued Emergency Response and Recovery Services and the RFP was advertised on www.opengov.com <http://www.opengov.com>.

 

On April 27, RFP-072-23-OT was opened and resulted in bids from the following firms:

 

 

 

1.                     DRC Emergency Services, LLC

2.                     D&J Enterprises, Inc.

3.                     TFR Enterprises, Inc.

4.                     Ceres Environmental Services, Inc.

5.                     Southern Disaster Recovery

6.                     AshBritt, Inc.

7.                     CTC Disaster Response, Inc.

 

A Selection Committee comprised of in-house professionals, including the Director of Public Works, the Emergency and Governmental Affairs Manager, the DCM Field Services Manager and the Environmental Services Manager were assigned the task of evaluating proposals and ranking the firms.

 

Upon review of the proposals, the Selection Committee evaluated the firms based on the selection criteria established in the RFP and decided interviews and/or oral presentations were not necessary; therefore, the Selection Committee completed the evaluation and ranked the firms. The firms were ranked as follows:

3.                     TFR Enterprises, Inc.                                                                                                         Ranked #3 (80.25)

6.                     AshBritt, Inc.                                                                                                                              Ranked #6 (71.75)

7.                     CTC Disaster Response, Inc.                                                                                    Ranked #7 (67.00)

 

This agenda item seeks that the City Commission authorize the appropriate City officials to negotiate Emergency Response and Recovery Services project scope of work and price structure with the three highest ranked firms, DRC Emergency Services, LLC, D&J Enterprises, Inc. and TFR Enterprises, Inc. to provide emergency debris removal services to the City of Hollywood.

 

The Public Works Department has completed the negotiation for the Emergency Response and Recovery Services project scope of work and the price structure, and the three highest-ranked firms have accepted the terms. The Director of Public Works recommends that the City Commission authorize the appropriate City officials to enter into agreements with DRC Emergency Services, LLC., D&J Enterprises, Inc., and TFR Enterprises, Inc. to provide Emergency Response and Recovery Services.

 

 

Fiscal Impact:

Funding for this agreement will be paid out of the Emergency/Disaster Fund (Fund 168), with accounts to be established as needed.
