Explanation:

The Department of Public Utilities (“Department”) desires to engage qualified contractors to perform various construction services to address flooding throughout the City.

 

On April 19, 2023, the City Commission passed and adopted Resolution No. R-2023-101, approving three contracts for construction services related to 2023 Drainage Infrastructure Improvements, for an initial term of two years each, with Southeastern Engineering Contractors, Inc. (“SEC”), Man Con, Inc. (“Man Con”), and the Stout Group, LLC (“Stout”), in amounts not to exceed $1,200,000.00, $1,000,000.00, and $800,000.00 respectively.  These contracts provide an initial term of two years, with two additional one-year renewal terms, at the option of the City and under the same terms and conditions.

 

On March 20, 2024, pursuant to Resolution No. R-2024-096, the City Commission authorized the execution of change orders to the contracts with SEC and Man Con to increase the total amounts by $1,500,000.00 and $1,000,000.00 respectively, making the new total contracts, including the change orders, in amounts up to $2,700,000.00 and $2,000,000.00 respectively.

 

The Department desires to renew the contract with SEC based on their performance, prompt support during major rain events and considering that the original contract amount has been nearly exhausted in Fiscal Year 2024.

 

The renewed contract will allow the Department to potentially complete the following projects and continue the ongoing citywide drainage improvement:

                     Clean the canal around Southern Regional Wastewater Treatment Plant

                     Furnish and maintain emergency portable bypass pump packages during severe storm events

                     Recapture the swale project - Chaminade Street and 53rd Avenue

                     Recapture the swale project - Pierce Street and N. 29th Avenue

                     Wapro Installation - Taft Street and 14th Avenue

                     Drainage Improvements - N. 14th Avenue and Grant Street

 

This agenda item seeks the City Commission’s approval and authorization for the appropriate City officials to execute the renewal of the unit price contract with SEC in an amount up to $2,000,000.00, with all unit prices increased 3% per year in accordance to the terms and conditions of the contract.

 

 

Fiscal Impact:

Funding for this renewal was included in the FY 2025 Capital Improvement Plan and is available in account number 442.419901.53800.563010.001315.000.000.

 

Department staff will manage this project, no additional staff are needed as a result of this resolution.
