Explanation:

The Department of Public Utilities (DPU) urgently needed to purchase three portable stormwater pumps.  The pumps acquired were eight to twelve inches in diameter, with trailers and mounting equipment.  These pumps are necessary to reduce and manage rain and tide-related flooding throughout the City.  These pumps are essential to addressing City-wide emergencies related to hurricane season preparation and for other potential storm and rain events. 

 

The pumps and related appurtenances will be used to ensure the continuous operation and maintenance of critical infrastructure within the city,

 

A competitive process for the desired pumps was performed through the Florida Sheriffs Association Cooperative Purchasing Program (FSA Coop) Bid FSA23-EQU21.0 for construction, material handling, transportation, all-terrain and utility vehicles, and grounds care equipment.  The FSA Coop issued FSA23-EQU21.0 to Xylem Dewatering Solutions Inc. (Xylem) for the period of October 1, 2023 to September 30, 2025.  Xylem agreed to allow the City to piggyback FSA23-EQU21.0 under the same terms, conditions, and pricing.

 

City Manager memorandum PU-24-100 previously authorized the emergency purchase of the three pumps.

 

Section 38.41(C)(1) of the Procurement Code exempts from competitive bid and competitive proposals emergency purchases that receive prior administrative approval except for the most urgent situations presenting a clear and present substantial threat to life or property where immediate action is required.

 

 

Fiscal Impact:

 

Funding for this purchase order is available in the FY 2024 Operating Budget in account number 443.410101.53800.564531.000000.000.000.

 

No additional staff are needed for this resolution.
