Explanation:

The City has been working together with various neighborhood associations and residents to beautify and improve the neighborhood by building a new privacy wall along Fletcher Street. 

 

On September 1, 2021 the City Commission passed and adopted Resolution No. R-2021-208 authorizing City officials to execute Continuing Services Contracts with various engineering firms. Included was an agreement with Kimley Horn and Associates (“KHA”) to provide various engineering services including structural and design services needed for the Fletcher Street Privacy Wall project. 

 

On March 2, 2023, the City executed a design contract with KHA for the Engineering Design Development and Construction Documents for the Fletcher Street Privacy Wall, in an amount up to $58,840.00, in accordance with the City’s Procurement Code for contracts not requiring City Commission approval due to smaller contract values.

 

The design consists of a new six-foot-high pre-cast concrete privacy wall along the south side of Fletcher Street between South 22nd Avenue and South 25th Ave. The design for the new privacy wall was completed on October 19, 2023 and the design documents were placed on www.opengov.com <http://www.opengov.com>, Bid No. IFB-132-24-WV Fletcher Street Privacy Wall project, for the construction scope of work. The Office of the City Clerk received two bid responses as follows:

The Department of Design and Construction Management (“DCM”) and the Division of Procurement reviewed and evaluated the bid responses from MBR Construction, Inc. and Sunstate GC, LLC in accordance with Section 38.43(F) of the City’s Procurement Code and, after evaluation, MBR Construction, Inc., was determined to be the best value to complete the Fletcher Street Privacy Wall project.

 

DCM included an allowance of $100,000.00 to be added to the base bid for unforeseen conditions including, but not limited to, special inspections, permit revisions, unforeseen utilities, and/or other conditions.

 

The Director of DCM recommends the City Commission award this contract to MBR Construction, Inc. for the Fletcher Street Privacy Wall project in an amount up to $617,011.00.

 

 

Fiscal Impact:

Funding for this project was included in the amended FY 2024 Capital Improvement Plan, and is available in account number 334.179901.51900.563010.001529.000.000.
