Explanation:
The Police Department desires to purchase two (2) automatic license plate recognition (LPR) system and associated equipment which is designed to capture and process images of license plates and to check against a database of known plates as part of the Homeland Security and Public Safety emergency Preparedness.
On November 14, 2014, the City Commission passed and adopted Resolution Number R-2014-345 authorizing the acceptance of Urban Area Security Initiative (UASI) grant funds in the approximate amount of $122,225.00 from the Department of Homeland Security to enhance public safety and emergency management UASI approved projects, training and equipment.
In accordance with Resolution No. R-2014-345, the Police Department will utilize these grant funds for the purchase of approximately two (2) license plate readers and twenty-five (25) rapid identification fingerprint scanners.
As stipulated in the grant award, the City of Miami is the lead administrative agency responsible for facilitating the expenditure and reimbursement of the UASI funds to address the unique equipment, training, planning, exercise and operational needs specified in said grant.
These grant funds must be used to defray the cost of purchasing or enhancing public safety and emergency management projects and equipment specified by the State of Florida Division of Emergency Management.
The LPR system consists of two (2) Mobile MERC-LPR 2-camera fixed LPR speed trailers.
The requested automatic license plate recognition system and associated equipment are available from Safeware Inc. of Landover, Maryland pursuant to the U.S. Communities Contract No. 440001839 and RFP No. 11-205753-10A and Safeware, Inc. has agreed to provide the specific requested automated license plate recognition system to the City under similar pricing, terms and conditions.
Section 38.40(C)(5) of the Purchasing Code allows the Director to procure, without following formal procedures, all goods and services which are subject of contracts with the state, its political subdivisions, the United States government, other governmental entities, or a corporation not for profit whose members are governmental entities, public officers, or any combination thereof, provided however, the goods and services are: (i) the subject of a price schedule negotiated by the state or the United States government, or (ii) the subject of a contract with another governmental entity or a corporation not for profit whose members are governmental entities, public officers, or any combination thereof, which contract is based strictly on competitive bids or competitive proposals and not on any preference.
The City has previously purchased similar equipment which is currently in use from Safeware Inc. of Landover, Maryland and the product's performance has been satisfactory.
Since UASI grant funds will be used for this purchase, the taxpayers of the City of Hollywood will incur no cost for this expenditure.
The Chief of Police and the Director of Procurement Services recommend that the City Commission approve the issuance of the attached Purchase Order for the purchase of two (2) automatic license plate recognition systems and associated equipment in an amount not to exceed $71,008.65.
