Explanation:
The City of Hollywood’s Water Treatment Plant (“WTP”) is a 59.5 million gallons per day (MGD) treatment facility that provides high quality water to the businesses and residents of the City. The WTP also serves approximately 300 acres in the Town of Davie, 50 acres in the City of Dania Beach, and 100 acres in the Seminole Tribe of Florida reservation. The WTP also provides wholesale water to Broward County’s Water and Wastewater Services Districts 3A and 3B/C. The WTP further provides the City of Dania Beach an emergency connection to maintain its system pressure when needed.
The WTP’s primary source of raw water is ground water. Local groundwater quality varies from one well field to another requiring a combination of different water treatment technologies to provide the highest quality potable water at an affordable cost. The WTP uses the relatively inexpensive, traditional water treatment technology of lime softening (LS) as well as advanced membrane softening (MS) and reverse osmosis (RO) technologies to purify raw water. The Lime Softening System at the WTP has been in operation since the 1970's. With appropriate maintenance and rehabilitation this system can continue to treat 22.5 million gallons of water per day (MGD)
In 2007, the Water System Master Plan adopted by the City Commission, recommended the replacement of the aging lime slaker units for operational continuity. The WTP has six (6) lime slaker units. Phase I of the Water System Master Plan included replacement of Units No. 5 and No. 6 and was completed in 2016.
For Phase II of the Water System Master Plan, the Department of Public Utilities(“Department”) plans to purchase two (2) in-kind replacement lime slakers for Units No. 2 and No. 3. These units are approximately 50 years old, have reached the end of their useful lives and must be replaced.
The lime slaker units have specific and unique physical characteristics and measurements such as to the shape, size of the exterior body and components, and electrical connections, and are currently installed within a confined and custom-made room. In-kind replacement of these lime slakers units will allow the City to save significant cost for re-engineering, consulting services, construction, installation, staff training, and spare parts. The Department has determined that it is therefore in the best interest of the City to purchase two (2) in-kind replacement lime slaker units from Integrity Municipal Systems, LLC who is considered the original manufacturer of the existing lime slakers.
The original purchase for in-kind replacements in Phase I under Resolution # R-2016-205, was in the amount of $282,794.00. Due to COVID related material and logistic issues as well as inflation, the most recent quote provided by the vendor increased to $332,000.00.
Fiscal Impact:
Funding for this Agreement was included in the amended FY 2023 Capital Improvement Plan and is available in account number 442.409904.53600.552240.000743.000.000.
