Explanation:
The City of Hollywood Department of Public Utilities (Department) Ground Storage Tanks (GST) 3, 5, and 6 at the Water Treatment Plant (WTP) need specialized repairs to address deficiencies and fulfill regulatory requirements from the recent Sanitary Survey. This work will also help ensure the continued integrity and safe operation of the City's treated drinking water storage infrastructure.
Ground Storage Tanks 5 and 6, with a capacity of 3.5 million gallons each, have been in continuous service since 1973. CROM, LLC, (Crom), the original tank manufacturer, performed an inspection and confirmed that while the overall structural integrity of the tanks is intact, the bond breaker on the backside of both tanks has been compromised. The requested services are for repairs to the damaged bond breakers.
Ground Storage Tank 3, with a capacity of 1 million gallons and in continuous service since 1961, was identified during its last five-year inspection as having an issue with its interior ladder. This project involves replacing the interior ladder on GST 3 to ensure safe access for future inspections and maintenance of the tank.
Crom is the sole source supplier for these tanks and thus uniquely qualified to provide the specialized services needed. The tanks in question are classed as "prestressed composite tanks," which is a unique and highly specialized form of construction. This method involves a complex combination of materials and proprietary construction techniques that require in-depth knowledge for their modification, maintenance, or repair to be executed safely and effectively.
As the original manufacturer of GST 3, 5, and 6, Crom also possesses the proprietary engineering details, blueprints, and specific construction specifications for these tanks. This knowledge is essential for accurate diagnosis, material compatibility, and execution of repairs to maintain the tanks' integrity.
Current American Water Works Association (AWWA) Standards for prestressed tank maintenance and inspections explicitly mandate that such work be "performed under the direction of a professional engineer thoroughly familiar with wire- and strand-wrapped prestressed composite tanks and their construction." Crom’s extensive experience and direct involvement in the original design and construction of these specific tanks fully satisfy this industry requirement.
The quoted amount for the requested services is $103,600.00 with a 10% contingency, bringing the total Purchase Order (PO) amount to $113,960.00.

Funding for this service is available in the FY 2026 Operating Budget in account number 442.400502.53600.531170.00000.000.
