Explanation:

On November 2, 2022 the City Commission supported the implementation of a Community Shuttle Program (“CSP”) and the establishment of three service routes (R-2022-334). The City has elected to subcontract the operation and maintenance of the vehicles associated with the approved routes.

 

Section 38.43 of the Procurement Code states that when the estimated annual cost of goods, supplies, materials, equipment, or services exceeds $50,000, a formal solicitation process shall be completed that may result in a written contract(s) and/or purchase order(s), after due public notice inviting bids or proposals.

 

On April 9, 2023, Request for Proposals (RFP-006-23-GJ) was electronically advertised on OpenGov.com to solicit the desired Community Shuttle Operations and Maintenance Services in accordance with Section 38.43(A) of the Procurement Code (RFP).

 

The RFP resulted in proposals from the following three firms by the response due date:

 

1.                     Limousines of South Florida, Inc. (LSF)

2.                     Circuit Transit Inc,

3.                     RTW Management Inc.

 

The selection committee determined that LSF, was the highest-ranking and best qualified firm to provide the CSP Operations and Maintenance Services.

 

Following execution of an Inter-Local Agreement with Broward County, The Department of Development Services recommends the City Commission authorize the City Manager and/or appropriate City officials to execute an Agreement with LSF that includes the City's RFP, LSF's proposal and the Interlocal Agreement between the City and Broward County for an initial three-year term with an option to renew for two additional one-year periods, at an annual amount of $979,580:

 

Route 1: E Central $225,357

Route 2: E Central $532,620

Route 3: SE Loop $221,601

Fiscal Impact:

Funding for this Agreement will be available through Surtax and is contingent on the execution of an Interlocal Agreement between the City and Broward County.
