Explanation:
Certain periodic revisions to the authorized number of positions are appropriate and necessary during the fiscal year.
This Resolution seeks to adjust the number of authorized full-time positions, job classifications and pay grades established as part of the adoption of the Fiscal Year 2024 Operating Budget. These adjustments are necessary to address critical operational gaps within City departments and offices.
This Resolution authorizes the following changes:
• Within the Department of Development Services, Building Division:
o Add 2 Permit Services Support Coordinators,
o Add 2 Building Compliance Officers,
o Add 2 Assistant Building Officials,
o Add 1 Building Coordinator,
o Add 1 Mechanical Inspector,
o Add 1 Plumbing Plans Inspector,
o Add 1 Structural Plans Examiner, and
o Add 1 Electrical Plans Examiner by converting a part-time position into a full-time position.
• Within the Police Department:
o Add 4 Police Officers,
o Add 1 Sergeant, and
o Add 1 Police Technology Manager
• Within the Office of Communications, Marketing and Economic Development
o Convert 1 Part-Time Public Relations Marketing and Media Coordinator to Full-Time.
The changes listed above increases the number of positions authorized for Fiscal Year 2024 from 1,399 to 1,417.
Fiscal Impact:
Funding for the addition of 11 positions within Development Services, Building Division will be covered by vacancy savings and the allocation of available fund balance within the Building Fund. Funding for the 5 sworn positions within the Police Department will be covered through the enhanced services agreement with the Beach Community Redevelopment Agency (CRA). The addition of the Police Technology Manager and the conversion of the Public Relations Marketing and Media Coordinator will be funded using salary savings in FY 24.
