Explanation:
Phase IV Undergrounding of Overhead Utilities, Coastal Resiliency and Streetscape Beautification was identified in the Hollywood Beach Community Redevelopment Plan as it promotes redevelopment and eliminates the causes of physical and economic blight, therefore the CRA Board (“Board”) directed staff to proceed with Streetscape Improvements and Utility Undergrounding from Hollywood Boulevard to the southern City limits, from Harrison Street to Magnolia Terrace from State Road A1A to the west right of way line of the Broadwalk, and State Road A1A from Hollywood Boulevard to the southern city limits. The scope of the Project includes the East-West (E/W) streets Coastal Resiliency, Surf Road improvements, private property harmonization, street end plazas, State Road A1A enhancements, and Florida Department of Transportation (“FDOT”) Resurfacing, Rehabilitation, and Restoration (“RRR”) scope implementation, Keating Park, among others.
On December 6, 2023, pursuant to Resolution No. R-CRA-2023-61, the Board approved the execution of an Agreement with Burkhardt Construction, Inc., (“Burkhardt”) for a Guaranteed Maximum Price (“GMP”) for the Phase II construction services for the Phase IV project in an amount up to $48,277,581.36; which includes 18 E/W Streets, Surf Road, street ends, private property harmonization and the undergrounding of overhead utilities.
On June 5, 2024, pursuant to Resolution No. R-CRA-2024-23, the Board approved the execution of the first Amendment to the Agreement to the Phase IV E/W streets GMP with Burkhardt for the construction of Keating Park in an amount not to exceed $1,303,168.34.
On July 3, 2024, pursuant to Resolution No. R-CRA-2023-30, the Board approved the execution of a second Amendment to the Agreement with Burkhardt for Phase II construction services for the Phase IV undergrounding of overhead utilities and streetscape beautification of State Road A1A from Hollywood Boulevard to the southern city limits and the FDOT Resurface, Restoration and Rehabilitation (RRR) scope of State Road A1A from Monroe Street to Seacrest Parkway, in an amount up to $26,525,180.55.
On April 6, 2026, the Board passed and adopted Resolution No. R-CRA-2026-19 approving the third Amendment for the installation of security bollards for $352,150.11, increasing the GMP amount to $76,458,080.36.
Pride Hollywood LLC (the “Developer”) owns the property located at 1900 S. Surf Road, Hollywood, Florida, which is within the Beach District of the CRA, and is in the process of developing a residential project where the approved site plans propose the relocation of Surf Road and the vacation of the existing Surf Road right-of-way. Since the Development is located within the boundaries of the Project, the Developer reached out to the CRA requesting a partnership to have the CRA, through its contractor, build the new Surf Road right-of-way and relocate the utilities as per the Relocation Plans. Burkhardt provided the CRA with a Guaranteed Maximum Price (“GMP”) of $903,922.38.
The CRA desires to execute an amendment for construction costs of the Phase IV project, increasing the contract amount by $903,922.38, from $76,458,080.36 to $77,362,002.74, to furnish and install the New Surf Road right-of-way between Greenbriar and Hyacinth Terrace and to relocate the agreed utility lines as per the Plans. The change order scope of work will be built under the same terms and conditions as the Phase II Construction Services for Phase IV, project number BCRA 19-001.
Fiscal Impact:
Funding in the amount of $903,922.38 will be made available in an account number to be determined, subject to adoption of a companion budget amendment resolution.
