Explanation:
The Department of Public Works, Fleet Management Division, requires the purchase of three (3) 2015 Chevrolet Silverado 2500 HD Regular Cab Service Body Pickup Truck vehicles to replace three (3) Public Works vehicles that have reached or surpassed their life expectancy and road worthiness by age, mileage, condition and mechanical wear, and can no longer be relied upon to perform at required operational levels.
The three (3) in service vehicles, Unit #5218 - 1994 Ford F250 Utility truck (Irrigation), Unit #5708 -1997 Ford F250 Utility truck (Carpentry) and Unit #7107-1997 Ford F250 Utility truck (Fleet) have been identified as surplus.
The 2015 Chevrolet Silverado 2500 HD Regular Cab Service Body Pickup Truck vehicles available from the manufacturer and dealer are Flex Fuel (E-85) alternative type fuel vehicles.
These trucks are currently not available with factory installed CNG fueling capability.
The requested vehicles were competitively bid through the State of Florida, pursuant to Bid Contract Number 251-00000-15-1 for the use and reliance of government entities within the State of Florida.
The Southern Region's awarded vendor, Rountree-Moore Chevrolet of Lake City, Florida, was contacted regarding availability and advised they could provide three (3) 2015 Chevrolet Silverado 2500 HD Regular Cab Service Body Pickup Truck vehicles as needed by the City.
The Fleet Management Division compared the cost from other sources to verify that the City is receiving the best overall pricing available from Roundtree-Moore Chevrolet.
Section 38.40 (C)(5) of the Purchasing Ordinance allows the Director to procure, without following formal procedures, all goods and services which are subject of contracts with the state, its political subdivisions, the United States government, other governmental entities, or a corporation not for profit whose members are governmental entities, public officers, or any combination thereof, provided however, the goods and services are: (i) the subject of a price schedule negotiated by the state or the United States government, or (ii) the subject of a contract with another governmental entity or a corporation not for profit whose members are governmental entities, public officers, or any combination thereof, which contract is based strictly on competitive bids or competitive proposals and not on any preference.
Funding for the attached purchase order has been budgeted in the amount of $93,106.00 and is available in the FY15 budget account number 57.5100.14106.590.016452 Vehicle - Fleet Lease Purchase.
The Director of Public Works and the Director of Procurement Services recommend that the City Commission approve the issuance of the attached Purchase Order to Rountree-Moore Chevrolet of Lake City, Florida for the purchase of three (3) 2015 Chevrolet Silverado 2500 HD Regular Cab Service Body Pickup Truck vehicles in amount of
$ 93,106.00.
