Title

A Resolution Of The City Commission Of The City Of Hollywood, Florida, Updating The Comprehensive Schedule Of Fees.

Strategic Plan Focus

Financial Management & Administration

Body

Staff Recommends: Approval of the Attached Resolution.

Explanation:

The City, under various statutory provisions and the City Code of Ordinances, may set and collect fees for the cost of providing various public services to residents, businesses, and visitors.

On January 20, 2021, the City adopted R-2021-002, creating a Comprehensive Schedule of Fees, in an effort to set forth all fees established by the City in one document, in order to increase transparency and use for the general public, to provide for a more organized method for the review and revision of fees during the annual budget process and to facilitate a more easily accessible history of the status of the various fees of the City.

During the process of establishing the Comprehensive Schedule of Fees for a given year, City Departments and Offices have an opportunity to review existing fees and analyze the cost of administering various programs and services.  As a result of this review, several Departments and Offices would like to enact new fees and amend some of the existing fees.

Fees subject to the Consumer Price Index were increased by 8.64% for FY 2024, calculated as of February 2023, compared to February 2022 (the period used in the last update).

The proposed changes are highlighted below along with corresponding page numbers to the Comprehensive Schedule of Fees. A detail of the changes are referenced in the FY 2024 Proposed Schedule of Fees.

1.                     New Fees

Department of Development Services - Planning and Urban Design:

Establish fees for Planning and Board Administration, Commission Administration, and Legal Review. Add a fee for additional site plan reviews. Established a Zoning Permit fee for renewal of Certificates of Use. These fees are intended to capture the operational costs associated with providing these specific services. (Pages 2-4)

Department of Parks, Recreation & Cultural Arts: Establish a Broadwalk Site Fee for permitted special events. (Page 24).

Department of Police - Parking Division: Establish administrative fees for Parking Space Reservations and for license plate reader invoices to offset associated operational costs (Pages 29-30).

2.                     Updated Fees

Department of Development Services - Planning & Urban Design: An increase in various fees based on a comprehensive review to more accurately align fees with staff time, effort, and expertise required for application reviews to ensure a fair distribution of costs to developers of their appropriate share and reducing reliance on the City’s tax base. (Pages 2-4).

Department of Development Services - Engineering, Transportation, and Mobility: An increase of various fees based on associated costs and the Consumer Price Index - All Urban Consumers (CPI-U) for the Miami-Fort Lauderdale-West Palm Beach region at 8.64% to offset operational costs. These fees increase annually based on the CPI-U. (Pages 8-9).

Department of Financial Services:  An increase in fees based on the Consumer Price Index - All Urban Consumers (CPI-U) for the Miami-Fort Lauderdale-West Palm Beach region at 8.64% to offset operational costs. An increase to Vacation Rental License fees and some vacation rental inspection fees to offset operational costs. An increase in vacation rental penalties and administrative citation fees. (Pages 13-14).

Department of Parks, Recreation & Cultural Arts: An increase in fees based on market demand, and the Consumer Price Index - All Urban Consumers (CPI-U) for the Miami-Fort Lauderdale-West Palm Beach region at 8.64% to offset operational costs. (Pages 19-25).

Department of Police - Parking Division: Updates to some Parking Division fees to offset operational costs including recreational and commercial vehicle storage. An increase in the School Crossing Guard Surcharge Fee per citation and a substantial increase in the Parking Payment in Lieu Fee per space bring it in line with the current market environment. (Page 30).

Department of Public Utilities: An increase in various water and sewer charges based on the most current rate study (Pages 31-38).

Department of Public Works: An increase to single-family homes and duplex garbage collection monthly fees to cover cost increases of various sanitation service contracts (Pages 39).

Fiscal Impact:

The proposed fee changes will go into effect immediately following the approval of this Resolution.  Cost estimates for all proposed fee increases are based on an analysis prepared by the respective Departments and Offices.  Finance staff have determined that the proposed fee changes are reasonable for the provision of the services provided. Please note that the Comprehensive Schedule of Fees does not include City taxes.
