Explanation:
On March 12, 2019, the City held a Special Election wherein a majority of voters approved funding, through a General Obligation Bond (GO Bond), for the Tidal Flooding Mitigation and Shoreline Protection Project. The project’s purpose was to provide tidal barriers to the City owned properties most vulnerable to tidal flooding, around the two man-made inlets known as North Lake and South Lake.
The Department of Design and Construction Management (“DCM”), on behalf of the City, submitted a grant application to the State of Florida Department of Environmental Protection (“FDEP”) for funding through its Resilient Florida Grant Program in the amount of $13,908,935.00 to assist in funding the design and construction of all the City owned sites along North and South Lake.
FDEP awarded the City a total of $14,112,000.00 to fund 50% of the design and construction. On September 21, 2022, the City Commission passed and adopted Resolution No. R-2022-281, approving the appropriate City officials to accept and execute FDEP Resilient Florida Grant (“Agreement No. 22FRP13”) and authorizing the required matching funds to be paid from the GO Bond.
On December 6, 2023, the City Commission passed and adopted Resolution No. R-2023-402, approving the appropriate City officials to accept and execute Amendment No. 1 to FDEP Resilient Florida Grant (“Agreement No. 22FRP13”) and authorizing the appropriate City Officials to execute all applicable Grant documents, agreements and amendments as may be subsequentially agreed to by the City Manager and approved as to form by the City Attorney. Amendment 1 also required the project be titled “Hollywood Tidal flooding Mitigation and Shoreline Protection” going forward.
On November 25, 2024, the appropriate City Officials executed amendment No. 2 FDEP Resilient Florida Grant (“Agreement No. 22FRP13”), accepting the award of an additional $4,211,301.45 for a total grant award of $18,323,301.45, and removing the matching funds requirement.
The City was awarded an additional $2,970,921.00 by the Florida Department of Environmental Protection Resilient Florida Program on August 14,2025. FDEP has requested execution of Grant Agreement No.26SRP22 awarding $2,970,921.00 for Hollywood Tidal Flooding Mitigation and Shoreline Protection- Phase II, with required matching funds in the amount of $2,970,921.00 to be paid from the GO Bond.
The Director of DCM recommends that the City Commission authorize the appropriate City officials to execute Agreement No. 26SRP223 for Hollywood Tidal Flooding and Shoreline Protection Project Phase II, between FDEP and the City of Hollywood and all applicable grant documents, agreements and amendments.

Funding for this project was included in the amended FY 2026 Capital Improvement Plan and is available in account number 334.179901.51900.531213.001360.000.000.
