Explanation:

The City passed Resolution R-2019-237 on August 28, 2019, authorizing an Interlocal Agreement with Broward County for Optional County Services, including Household Hazardous Waste, Bulk Trash, and Yard Waste Drop-off programs, for one year with four additional one-year renewal terms. This agreement ends September 30, 2024. The new period is October 1, 2024, to September 30, 2026.

The Department of Public Works desires to enter into a new Interlocal Agreement with Broward County for the “Keep Broward Beautiful” Program, Household Hazardous Waste, Bulk Trash, and Yard Waste Drop-off Programs. The agreement will be for a two-year period, expiring September 30, 2026, with the option of three additional one-year terms.

Article 5 of the Interlocal Agreement provides that the City’s payment for such services, which is based on a per capita calculation, shall be escalated by an amount based on the actual cost of services annually; the annual escalation shall be determined by the County’s Contract Administrator based on increases in direct and indirect costs to the County to perform the Scope of Services.

The per capita fee will be as follows:

Household Hazardous Waste and Electronics program will $2.69 for an annual fee of $411,750.00

Bulk Trash and Yard Waste Drop-off program will be $1.67 for an annual amount of $255,622.00

“Keep Broward Beautiful” Program will be $0.41 for an annual amount of $62,757.00

Fiscal Impact:

A portion of the funding for this Interlocal agreement will be available in the FY 2025 Operating Budget in account numbers 445.520101.53400.543600.000000.000.000 and 445.520101.53400.543610.000000.000.000 and will be budgeted in subsequent fiscal years’ operating budgets subject to approval and adoption by the City Commission.
