Explanation:
The Department of Public Utilities (“Department”) owns, operates, and maintains more than 86 sanitary sewer lift stations and 10 stormwater pump stations.
The Department was awarded federal grant funding from the Florida Division of Emergency Management (“FDEM”) through the Hazard Mitigation Grant Program (“HMGP”). This funding supports the installation of emergency generators at the following sites: Sanitary Sewer Lift Stations No. E-01, E-03, E-06, W-14, and W-15, as well as Stormwater Pump Station SW-08.
On September 18, 2024, through Resolution No. R-2024-309, the City Commission approved extending the contract with Zabatt Engine Services, Inc. (“Zabatt”).
Because additional time was needed to complete the generator installations, Department staff requested extensions from FDEM on the following dates:
• October 7, 2025: Extension requested for Sanitary Sewer Lift Stations No. E-03, E-06, W-14, and Stormwater Pump Station SW-08.
- Period of Performance end date: November 30, 2025
- Extension requested by the City to: August 31, 2026
• October 14, 2025: Extension requested for Lift Stations E-01 and W-15.
- Period of Performance end date: October 31, 2025
- Extension requested by the City to: July 31, 2026
Kimley-Horn and Associates, Inc., and Craven Thompson & Associates, Inc., were selected to provide design and construction administration services for these generator installations.
After reviewing the project delays, Department staff determined that a time extension, with no increase in project cost, is reasonable.
The Department Director and the Chief Procurement Officer recommend that the City Commission approve extending the contract with Zabatt through August 31, 2026, with no change in price.
This agenda item seeks the City Commission’s approval and authorization for the appropriate City officials to execute a contract extension with Zabatt, and to execute extensions to the Professional Engineering Consultant Services Agreements with Craven Thompson & Associates, Inc., and Kimley-Horn and Associates, Inc., with no change to the contract price.
Fiscal Impact:
Approval of this item will not fiscally impact the City as this change order extends the number of days for project completion without any impact on the cost. This project has previously been funded and approved.
Department staff will manage this project. No additional staff are needed as a result of this project.
