Explanation:
A progressive collapse in the asphalt between the Grit Chamber and the Influent Pump Station at the Southern Regional Wastewater Treatment Plant (“SRWWTP”) was observed on Monday, April 17, 2023. Department of Public Utilities (“Department”) staff sequestered the sinkhole and surrounding area for safety on the same day. On April 18, 2023, Department staff arranged for CCTV and diver inspections of the pipe under the collapsed area, which revealed an approximately 12-inch hole in the pipe crown.
On April 20, 2023, consultants from Hazen and Sawyer, P.C. (“H&S”) completed a preliminary evaluation based on the CCTV findings and recommended additional inspections by a diver to determine the best repair method. On April 26, 2023, a diver completed the inspection and H&S recommended an emergency repair with either cured-in-place pipe lining or slip-lining techniques. This recommendation was based on the extensive loss of pipe material observed and the potential for imminent pipe collapse caused by heavy groundwater ingress.
H&S confirmed that Lanzo Construction Company (“Lanzo”) and Insituform Technologies, LLC are the only two contractors in South Florida qualified to repair this size pipe with the recommended methods. Department staff met with both Lanzo and Insituform Technologies, LLC to clarify the construction details and products to be used for the repair. Department staff also met with Insituform Technologies, LLC on-site and requested a proposal several times. However, only one bid was received by the bid opening on May 10, 2023, with the following results:

Section 38.41(C)(1) of the Procurement Code exempts from competitive bid and competitive proposals emergency purchases that receive prior administrative approval except for the most urgent situations presenting a clear and present substantial threat to life or property where immediate action is required.
On May 18, 2023, pursuant to Section 38.41(C)(1) of the Procurement Code, the City Manager approved and authorized an emergency purchase order with Lanzo for the emergency repair of the 72-inch Grit Chamber Effluent Pipe in an amount up to $425,580.00, based on the attached Memo No. PU-23-90.
On September 20, 2017, the City Commission passed and adopted Resolution No. R-2017-283, which authorized the execution of continuing professional consulting engineering services contracts with four firms for the Water Treatment Plant and SRWWTP projects, one of the firms being H&S. This contract was renewed for another two-year period on August 9, 2021. Department staff requested a proposal from H&S to provide construction administration services for the project and a proposal was submitted in an amount up to $31,611.00. Department staff evaluated the scope and fee proposal and determined that the negotiated fee is fair and reasonable and in accordance with industry standards.
This agenda item seeks the City Commission’s ratification of the City Manager’s approval of the issuance of a purchase order to Lanzo for construction services related to the emergency repair of the 72-inch Grit Chamber Effluent Pipe in an amount up to $425,580.00, and approval of the execution of the attached Authorization to Proceed for Work Order No. H&S 23-07 with H&S in an amount up to $31,611.00 for construction administration services for this project.
The FY 2023 Capital Improvement Plan will need to be amended for this PO and ATP.
Lanzo commenced shop drawing submittal and other construction work on April 17, 2023, and is expected to complete the pipe repair by October 10, 2023.
Fiscal Impact:
There is a companion resolution (budget amendment) that will allocate funding in a new account number to be determined for the emergency repair at the Southern Regional Wastewater Treatment Plant.
