Explanation:

The City applied to the State of Florida Department of Environmental Protection’s Resilient Florida Grant Program to complete the Coastal Road Resiliency Project. The project improvements will mitigate flooding along the local street connectors and improve sunny day flooding by raising the east-west streets from Harrison Street to Magnolia Terrace, between State Road A1A and the Broadwalk. The project also involves harmonizing and creating safe access to and from State Road A1A.

 

These resiliency and flood management improvements are a part of the Community Redevelopment Agency’s (“CRA”) Phase IV E/W Undergrounding of Overhead Utilities and Streetscape Beautification Capital Improvement project included in the CRA’s Capital Improvement Plan, approved in September 2020.

 

The grant program requires matching funds at 50% of the total project cost.

 

Staff is recommending ratification of the grant application in an aggregate amount of up to $28,000,000.00 and the retroactive acceptance and execution of the grant award by the appropriate City officials.

 

 

Fiscal Impact:

Funding for the grant match is available in the FY 2024 Beach CRA Capital Improvement Plan in account number 163.639901.55200.563010.001235.000.000, Phase IV - Undergrounding of Overhead Utilities and Streetscape Beautification (Resiliency and Hardening) project.

 

The CRA will be responsible for operating and maintenance costs upon project completion.
