Explanation:

Broward County (County) runs a countywide water resource program called the Integrated Water Resource Plan (IWRP). Some of the goals of the IWRP program include improving how local water resources are managed, reducing flooding, and improving drought resilience. As part of this long-term water resource strategy, Broward County is partnering with local municipalities to fund projects that will support these objectives.

 

The Department of Public Utilities applied for funding through the IWRP program to study whether bioswales and permeable pavement could help improve stormwater management in the City.  A bioswale is a shallow, landscaped ditch filled with plants and soil. Its job is to slow down, soak up, and filter rainwater. Permeable pavement looks like regular pavement, but it’s made so that water can pass through it instead of running off. The purpose of this project is to evaluate where bioswales and permeable pavement could work, what they would cost, and how they could be designed and implemented city-wide.

 

The County reviewed and approved the project for a 50% cost share. The total project cost is $98,000.00 of which the County will pay up to $49,000.00 and the City of Hollywood will pay $49,000.00. Within 12 months of completion of the study, the Department will provide the County with a comprehensive report with findings, recommendations, and preliminary design guidance.

 

The Department recommends that the City Commission approve and authorize the appropriate City Officials to execute the attached Interlocal Agreement for cost-share support of the integrated water resource plan in a total amount not to exceed $49,000.00.

 

 

Fiscal Impact:

Funding for this Bioswales and Permeable Pavement Pilot Program requires amending the FY 2026 Capital Improvement Plan as detailed in Exhibit 1, subject to approval of this resolution.
