Explanation:

The Department of Parks, Recreation and Cultural Arts (“PRCA”) and the Department of Design Construction Management (“DCM”) determined the need for improvements and renovations of park properties within the community to meet a variety of parks and recreation interests; and the Florida Department of Environmental Protection, 2025 - 2026 Land and Water Conservation Fund Program (“LWCF”) grant was available for land and water acquisition, safeguard natural areas, water resources and cultural heritage, and to provide recreation opportunities.

The City was awarded the 2025 - 2026 LWCF grant in the amount of $1,500,000.00 for construction of park amenities at Sunset Park amenities including, without limitation; water-front access hiking trails, picnic facilities, kayak launch, exercise trail/stations, nature observation boardwalks, landscape, parking and restroom facilities.

The LWCF grant requires a 1:1 match from the grant recipient; and PRCA will provide the matching funds allocated within PRCA’s capital improvement funds.

The Directors of PRCA and DCM recommend the City Commission authorize the appropriate City officials to accept the LWCF grant for the Sunset Park Construction Project.

Fiscal Impact:

Grant funding in the amount of $1,500,000.00 will be appropriated in the FY 2026 Operating Budget and Capital Improvement Plan for the Sunset Park Construction project as detailed in Exhibit 1, subject to approval of this resolution.

Matching funds will be identified and allocated as needed in the Capital Improvement Plan.
