Explanation:
BACKGROUND
This item is presented with companion item PO 2013-27; a request to amend the TOD Development Standards for the Transit Oriented Development (TOD) Land Use for the Sheridan Stationside Village (see companion item for detailed project background). Should the City Commission approve the companion item and approve First Reading of this proposed Ordinance several other companion Resolutions will be will be presented, in tandem, on Second Reading. Some of these Resolutions include requests for approval of a Site Plan for Phase one (including a public park), Plat Note Amendment and Interlocal Agreement (ILA) for monitoring of the TOC Land Use with Broward County Planning Council (BCPC).
REQUEST
This item proposes to amend the Mater Plan to reflect the change in ownership between the Florida Department of Transportation (FDOT) and Okomo Associates LLC. Essentially, this development is proposed to be developed in two phases, which will now reflect the newly established property lines.
Master Plans, for properties with Planned Development (PD) zoning designations, are intended to provide specific zoning regulations tailored precisely to each individual PD. As supported by the TOD Land Use and the City-Wide Master Plan, the original Master Plan for Sheridan Station was designed as a more intense, mixed use development (including a public park), serviced by commuter rail and also provided direct access to I-95.
Phase one, which now only includes Okomo Associates LLC's parcels, is proposed to have 336 residential units and a six acre public park, to be deeded to the City, including up to approximately two acres of retention (4 acres park + 2 acres retention = 6 acres)( from Okomo Associates LLC's residential parcel). Previously, Phase one (which had different property lines/development lines) was approved to be more intense with direct vehicular access between Taft and Sheridan Streets and included approximately:
-620 residential units;
-119,000 square feet office;
-300,000 square feet commercial;
-793 Tri Rail parking spaces; and
-6 acre public park (with retention areas).
Phase two, proposes to maintain the same development standards, with regard to building design, height, parking, internal circulation (not connectivity to public right-of-way), landscape, etc., for FDOT's parcels as the original Master Plan. Some of these intensities include:
-120 foot building height;
-150 room hotel;
-714 residential units;
-300, 000 square feet retail;
-245,000 square feet office; and
-793 Tri Rail parking spaces.
A Synopsis of Additional Amendments to the Master Plan is provided at the end of Exhibit "B".
Conditions from the original Master Plan include components, such as workforce housing, green building, reclaimed water, environmental friendly landscape, traffic improvements, preservation of the Coral Rock house and dedication of a public park. ALL these conditions have been reinstated with the exception of traffic improvements, which were modified (Exhibit "C"). Some of the original traffic improvements are currently underway by FDOT, while other improvements are proposed to be divided accordingly (Exhibit "C-2").
One new condition is proposed, which makes all future developers aware of their requirements to maintain appropriate wireless connections (SCADA) from/to the City water tower. Previously approved ordinances and the Traffic Study are attached.
