Explanation:

The City of Hollywood Department of Parks, Recreation and Cultural Arts has applied for and received grant funding from the Children's Services Council of Broward County (CSC) for the past fourteen years. This funding has enabled the City to provide a Youth Summer Camp program at the Dr. Martin Luther King Jr. and Washington Park Community Centers, as well as an after school program at Kay Gaither Community Center, for the past nine years.

 

The Department of Parks, Recreation and Cultural Arts desires to apply for the CSC 2017 Maximizing Out Of School Time grant in the approximate amount of $1,500,000.00 to fund Year-Round Programs at Dr. Martin Luther King Jr., Washington Park, Kay Gaither Community Centers and McNicol Community Center, in the 2017-2018 school years and summer.

 

In reviewing the City’s financials, the CSC has determined that the City needs to partner with a fiscal agent in order to meet the fiscal viability requirement and receive the full grant funding if awarded. The Hollywood Art and Culture Center (HACC) has acted as the fiscal agent in previous awards and has indicated that it would be willing to act as the City’s Fiscal Agent if the 2017 CSC grant application is awarded. The grant requires the execution of a tri-party agreement among the CSC, the City and the Hollywood Art and Culture Center.

 

If awarded, the grant provides funding to cover all part-time staff, supplies, equipment and tutorial assistance at each of the four sites for over 400 total students from the community. Students attend the community center programs free of charge or at a greatly reduced price based on a family income sliding fee scale.

 

If awarded, the funding is renewable on an annual basis for up to three additional years.

 

The Children's Services Council requires a minimum 5% match contribution of cash or in -kind services to enhance the grant program. The Department will provide in-kind services of full-time staff personnel and facility overhead costs pertaining to the youth programs to meet the in- kind matching requirements. The Department of Financial Services is hereby authorized to create certain accounts to recognize revenue and appropriate program funding.

 

The 2017 Children's Services Council Maximizing Out of School Time Grant will provide year-round activities for youth in reading, math, science, nutrition, social skills, physical fitness, swimming, cultural arts and educational field trips as well as community outreach.
