Explanation:

There are no changes to the Ordinance since first reading.

 

Currently, the City Ordinance does not allow consumption or sale of alcoholic beverages at any Park Facility unless a variance is issued by the City Manager or his/her designee.  This process is done through a Special Events Permit.  It also does not mention the consumption or sale of alcoholic beverages at the City Golf Courses or Arts and Cultural Center.

The Parks, Recreation and Cultural Arts (PRCA) Division believes there is a need to allow alcoholic beverages at our indoor Park Facilities, Golf Courses (both indoor and outdoor) and Arts and Cultural Center (indoors).  PRCA also believes the procedure for allowing consumption of alcoholic beverages at these facilities should be done through a Facility Use Permit.  Sales of alcoholic beverages would still require a variance, this process is done through a Special Events Permit.

The Amendment to this Ordinance does the following:

 

1.                     Allows consumption of Alcoholic Beverages at all Park indoor Facilities with a Facilities Use Permit.  PRCA will require General Liability Insurance listing the City of Hollywood as Additionally Insured and will also require a Police Officer at all events where alcohol is consumed.  Depending on the size of the event, PRCA always as the option to require a Special Events Permit.

2.                     Allows consumption and sales of alcohol at all City Golf Courses both indoor and outdoor.

3.                     Allows consumption and sales of alcohol indoors at the Arts and Cultural Center.

4.                     Allows Sales of Alcohol at any City Facility as long as the permittee receives a variance.

 

The reason for a variance in order to sell Alcohol is because the sale of alcohol requires a State License and an Alcohol Insurance Policy with the City listed as Additionally Insured.  Also events involving sales of Alcohol generally fall under the definition of a Special Event, which automatically generates the need to go through the Special Events process.  This assures that all necessary Departments review the application and identify all safety protocols that need to be followed.

 

A variance will also be required to consume alcohol at an outdoor Park Facility.  PRCA does not want to encourage alcohol in the parks where children’s activities occur.

 

Fiscal Impact:

If approved, this Ordinance will allow for the consumption or sale alcoholic beverages at PRCA indoor Facilities and City Golf Courses.  It is anticipated that there will be increased rentals of these facilities, which will generate additional revenue.
