Explanation:
The Deep Injection Wells No. 3 and No. 4 Pump Station project is a key part of the City’s long‑term plan for wastewater disposal. The project helps the City move from using the ocean outfall by redirecting treated effluent to four deep injection wells, two of which are nearing completion. Historically, the City has used water reclamation, reuse, deep injection wells, and the Atlantic Ocean outfall for wastewater disposal. This project supports compliance with legal requirements to reduce ocean outfall use.
To deliver the project, the City previously procured design and construction administration services under the Consultants’ Competitive Negotiation Act and awarded the construction contract to Cardinal Contractors, Inc., and the construction administration services agreement to Brown and Caldwell. The construction schedule has been extended several times, including a 370‑day extension approved in October 2024 and a 120‑day extension approved in January 2026, both without an increase in Brown and Caldwell’s construction administration funding.
On March 4, 2026, the City Commission approved the first amendment to the agreement, providing funds for Phase 1 construction administration and inspection, and Phase 2 startup, commissioning, and closeout services. However, further delays led to another 150‑day extension approved by Resolution R‑2026‑241, extending the project completion date through November 11, 2026. These delays, along with unresolved issues affecting the pump station’s operation, created a need for additional construction administration and support services beyond the first amendment to the agreement.
The Department identified several operational and construction challenges requiring continued involvement from Brown and Caldwell. Outstanding issues include problems with the automatic strainers preventing continuous pump station operation, the need to install and commission a new slide gate at the Clarifier Diversion Box, and coordination with Florida Power & Light to complete and energize Feeder No. 2. Additional services are also needed from subconsultant McCafferty Brinson to support State Revolving Fund program documentation and closeout activities. Based on these needs, the Department requested a proposal from Brown and Caldwell for continued construction phase support.
Brown and Caldwell submitted a proposal requesting additional funding in an amount not to exceed $382,040.00. Department staff reviewed the scope of work and proposed fee and determined that the cost is fair, reasonable, and consistent with industry standards. The Department recommends approval of an Authorization to Proceed for Work Order No. B&C 26‑05 with Brown and Caldwell for additional phase services in an amount up to $382,040.00.
Fiscal Impact:
Funding for this project requires amending the approved FY 2027 Operating and Capital Improvement Plan as detailed in Exhibit 1, subject to approval of this resolution.
The Department of Public Utilities staff will manage this project. No additional staff are needed as a result of this project.
