Explanation:
SR-A1A is situated on a barrier island that separates the Atlantic Ocean from the Intracoastal Waterway and is owned and operated by Florida Department of Transportation (“FDOT”). Designated segments of SR-A1A (Ocean Drive) serve as a hurricane evacuation route, which makes surface water ponding a risk to motorists during emergency evacuations. Due to higher tide elevation, daylight flooding is a common occurrence that poses risk to vehicles and pedestrians alike.
FDOT engaged the services of a consultant to perform a series of hydraulic studies to determine the cause of the chronic flooding conditions along and adjacent to SR-A1A between Hallandale Beach Boulevard to just North of Dania Beach Boulevard. The corresponding hydraulic study engendered a series of reports that examined the existing conditions and provided alternatives to mitigate the chronic flooding conditions along SR-A1A.
One of the main recommendations of the study conducted by FDOT is to install four new stormwater pump stations along SR-A1A. These pump stations are located along SR-A1A at approximately the intersections of Van Buren, Sheridan, Franklin streets, and Bouganvilla Terrace and will serve jurisdictions of multiple entities including FDOT, Community Redevelopment Agency (“CRA”), Broward County and the City. FDOT is proposing to share the cost of design and construction with each participating entity based on the stormwater runoff generated by each entity based on the contributing area.
On July 7, 2021, the CRA board approved fund participation to FDOT in an amount not to exceed $3.14 million for the design and construction of three pump stations between Sheridan Street and Bouganvilla Terrace, however the total estimated design and construction cost of the CRA pump stations increased from $3,140,000.00 to $4,020,208.00.
To proceed with the construction of the CRA pumps from Sheridan Street to Magnolia Terrace, the CRA is requesting authorization to increase the previously approved resolution an additional $880,208.00. The CRA proposes to share the cost of funding the construction three pump stations located on SR-A1A near Bouganvilla Terrace and Sherman and Van Buren Streets located with the CRA Beach District (Project Numbers 448574.1 and 448577.1).
Fiscal Impact:
Funding for the proposed for CRA Stormwater Pumps Stations plan has been provided in the FY 2024 adopted operating budget in account number 163. 639901.55200.563010.001456.000.000 (FDOT Pump Stations).
