Explanation:
The Department of Public Utilities’ Wastewater Treatment Plant is requesting authorization to retain the services of Andritz Separation Inc. (ANDRITZ) to rehabilitate its Belt Filter Presses (BFPs) and subsequently enter into a Maintenance and Service Agreement.
Biological wastewater treatment produces solid sludge waste consisting of excess microbial biomass and other non-biodegradable materials. Because this sludge has a high water content, it must be dewatered using Belt Filter Presses. The resulting dewatered material, known as “cake,” is then stabilized for final disposal, via landfilling or processed for use as fertilizer.
The rehabilitation work will occur over a one-year period and includes, but is not limited to, the following scope:
• BFP1, BFP2, and BFP 3: Replacement of belts, seals and drive unit and wedge and gravity zone grid strip replacement.
• BFP4: complete equipment rebuild.
• BFP5 and BFP 6: Replacement of belts, bearings, and housing packages.

The proposed contract amount for the rehabilitation work is $1,134,308.94. With a five percent contingency for additional expenses, the total requested authorization is $1,191,024.39. The vendor requires a 10% down payment of the contract of $113,430.89 upon contract execution.
The agreement will feature an initial one-year term, with options for two (2) additional one-year renewals. ANDRITZ is the sole source supplier for these specialized services. In compliance with procurement regulations, a Notice of Sole Source (NTSS- 415-216) was posted electronically on OpenGov from July 2, 2026, through July 9, 2026, and received no public inquiries or protests.
Following the initial one-year repair period, a separate Maintenance and Service Agreement will take effect as part of the Department’s standard operating practices. Under this secondary agreement, ANDRITZ will perform annual inspections of all rehabilitated equipment. The Department will allocate up to $150,000.00 annually within its maintenance budget for ANDRITZ-recommended repairs, services, and parts. This recurring annual amount is separate from the initial rehabilitation contract.
The Department Director and the Chief Procurement Officer recommend that the City Commission approve and authorize the execution of a Purchase Order in an amount up to $1,134,308.94, plus a 5% contingency, for a total of $1,191,024.39, to proceed with the critical repairs.
