Explanation:
Florida Statutes requires special inspection services for a variety of projects including the bridge repairs proposed for the Johnson Street, Sherman Street, Taft Street and N. 29th Avenue bridges as part of the overall Five Bridges Repairs project (“Project”). On September 1, 2021, the City Commission passed and adopted Resolution Number R-2021-208, approving and authorizing the appropriate City officials to execute Continuing Service Agreements with various firms to provide various engineering services, one of these firms being Jenkins and Charland, Inc. a/k/a TRC Worldwide Engineering (“TRC”).
On February 1, 2023, the City Commission approved Resolution R-2023-040 authorizing TRC to provide engineering design services for the Project. During the design of the Project, “Additional Services Numbers One, Two, Three, Five and Six” were approved administratively to address additional design services that became necessary related to the bridge repairs. “Additional Services Number Four” is currently on hold.
During the design phase of the Project, it was determined that special inspections would be required during the construction phase of the Project. These services were not included in the original scope of work. This is a service that TRC can provide, and the Department of Design and Construction Management (“DCM”) requested a proposal from TRC for these additional special inspection services for the Johnson Street and Sherman Street bridge repairs. DCM also requested TRC include a proposal for services for permit extensions for the overall Project and plan revisions to address updated Florida Department of Transportation(“FDOT”) Bridge Inspection reports the City recently received.
It was also requested that TRC include optional services for the Taft Street bridge repairs and the N. 29th Avenue bridge repairs, so that when construction funding becomes available, the City can proceed with the special inspections services for these bridges as well. The proposal also includes optional services for additional special inspection site visits should they become necessary during construction.
The scope of work for the additional services includes all required special inspection services during the construction phase for the Johnson Street, Sherman Street, Taft Street and N. 29th Avenue bridges.
TRC has provided a proposal dated October 8, 2025 for special inspection and related services for the Johnson Street and Sherman Street bridges, with optional services for the Taft Street and N. 29th Avenue bridges, in an amount up to $151,900.00, which staff has determined to be fair and reasonable and in accordance with industry standards.
It is in the best interest of the City to approve these additional services with TRC because as the Engineer of Record, they are most familiar with the underlying conditions of the bridge, the design of the repairs, and can confirm that the repairs meet the requirements of the contract documents.
The Deputy Director of DCM recommends that the City Commission approve and authorize the execution of Additional Services Proposal Number Seven with TRC Worldwide Engineering for special inspection and related services for the Johnson Street and Sherman Street Bridge Repairs, with optional services for the Taft Street Bridge Repairs and N. 29th Avenue Bridge Repairs including additional site visits, in an amount up to $151,900.00.
