Explanation:
The two (2) existing Injection Wells were placed in service in 2002 and are currently serving as the primary disposal method at the City of Hollywood - Southern Regional Wastewater Treatment Plant (SRWWTP).
The operating permit for the two Injection Wells issued by the Florida Department of Environmental Protection (FDEP) requires that mechanical integrity testing (also known as MIT) be performed for each Injection Well every five years.
As established in the current FDEP Operation Permit Number 156419-005-UO, the next Mechanical Integrity Testing (MIT) are due for completion by September 12, 2017.
SRWWTP Operation staff also noticed significant back pressure increase in the two Injection Wells after 15 years of continuous operation and suggested well casing cleaning be conducted under the Injection Well MIT project.
Hazen and Sawyer, P.C. completed the design for the Injection Well MIT and Cleaning project, Department of Public Utilities staff advertised for construction services on May 24, 2017, and on June 5, 2017 a pre-bid was held, attended by three (3) contractors.
On June 15, 2017 two (2) bid proposal packages were received at the Office of the City Clerk and publicly opened at the City of Hollywood Southern Regional Wastewater Treatment Plant with the following results:

After thoroughly evaluating the bid proposals for compliance with the contract technical specifications, Hazen and Sawyer, P.C. and Department of Public Utilities staff determined that All Webb’s Enterprises, Inc. is a responsible and responsive low bidder.
This is highly specialized work and there is potential for penalty by the Department of Environmental Protection if the work is not completed by the end of September 2017.
It is necessary to amend the approved Fiscal Year 2017 Capital Improvement Program as set forth in Exhibit A.
The Administration recommends that the City Commission authorize the appropriate City Officials to execute the attached agreement between All Webb’s Enterprises, Inc. and the City of Hollywood for construction services related to the Deep Injection Wells Mechanical Integrity Testing and Cleaning project at the Southern Regional Wastewater Treatment Plant, in the amount of $424,010.00.
The estimated construction time for this project is two hundred ten (210) days;
