Explanation:
On December 19, 2018, the City Commission passed and adopted Resolution No. R-2018-400 that authorized the execution of Continuing Service Contracts with five firms, one of which was Atkins North America, Inc., to provide professional engineering services for civil, landscape, architecture, engineering and planning services.
Staff requested a proposal from Atkins North America, Inc. to provide engineering services for the Phase 3 of the City’s recently adopted Traffic Calming Program and to perform the studies necessary to evaluate and prioritize the various locations where traffic calming treatments could be effective to reduce vehicular speeds and cut-through traffic in previously identified neighborhoods.
On March 4, 2020, the City Commission passed and adopted Resolution No. R-2020-56 authorizing appropriate City officials to issue an Authorization to Proceed to Atkins to provide professional engineering services for the establishment of a Traffic Calming Program (“Program”) to address safety concerns raised by residents regarding vehicular speeding and cut-through traffic in their neighborhood. Atkins completed the initial scope of work under Phases 1 and 2 to study and prioritize the proposed locations for various traffic calming elements Citywide, which is to be included in the preparation of conceptual plans for construction.
On July 6, 2022, the City Commission passed and adopted Resolution No. R-2022-191 authorizing appropriate City officials to issue an Authorization to Proceed to Atkins to provide professional engineering services for the design, permitting and construction phase services for General Obligation Bond (“GOB”) Traffic Calming Improvements Phase 1. In addition, on December 6, 2023, the City Commission passed and adopted Resolution No. R-2023-379 authorizing appropriate City officials to issue an Authorization to Proceed to Atkins to provide professional engineering services for Phase 3 of the Traffic Calming Program, and to extend the Professional Services Agreement for an additional one-year period.
On October 23, 2024, the City Commission passed and adopted Resolution No. R-2024-342 awarding Invitation for Bid IFB-223-24-AR, Traffic Calming Improvements GOB Districts 1-4 and 6 Speed Tables to The Stout Group, LLC. which is now under construction. The portion of the project consisting of roundabouts and roadway realignments is in final design and permitting with bidding anticipated the fall of 2025. The construction phase of the project requires the design consultant to perform inspection of the work, including certification of the project completion and compliance with approved plans to Broward County Traffic Engineering Division.
The Atkins Professional Services Agreement was extended under the City Manager’s authority for an additional 120 days, with an expiration date of June 13, 2025; and therefore, an extension of the Agreement is requested for an additional two-year period to allow sufficient time for completion of the GOB Traffic Calming Improvements Phase 1 project.
The Director of Design and Construction Management recommends that the City Commission approve and authorize the extension of the Agreement with Atkins for an additional two-year period, to provide professional services for the GOB Traffic Calming Improvements project
Fiscal Impact:
Approval of this resolution will not fiscally impact the City as this is a proposal for a contract extension. No additional funding is required.
